1 God spoke to Moses: "Command the People of Israel. Tell them, When you enter Canaan, these are the borders of the land you are getting as an inheritance: 3"Your southern border will take in some of the Wilderness of Zin where it touches Edom. It starts in the east at the Dead Sea, curves south of Scorpion Pass and on to Zin, continues south of Kadesh Barnea, then to Hazar Addar and on to Azmon, where it takes a turn to the northwest to the Brook of Egypt and on to the Mediterranean Sea. 6 "Your western border will be the Mediterranean Sea. 7"Your northern border runs on a line from the Mediterranean Sea to Mount Hor, and from Mount Hor to Lebo Hamath, connects to Zedad, continues to Ziphron, and ends at Hazar Enan. This is your northern border. 10"Your eastern border runs on a line from Hazar Enan to Shepham. The border goes south from Shepham to Riblah to the east of Ain, and continues along the slopes east of the Sea of Galilee. The border then follows the Jordan River and ends at the Dead Sea. "This is your land with its four borders." 13Moses then commanded the People of Israel: "This is the land: Divide up the inheritance by lot. God has ordered it to be given to the nine and a half tribes. And the border shall go down to Jordan,.... A well known river to the east of the land of Canaan:

and the goings out of it shall be at the salt sea; the sea of Sodom; and though all sea water is generally salt, this was remarkably so, through the great quantity of bitumen and nitre in it; hence it was called Asphaltites; thus as the description of the borders of the land began with the salt sea, Numbers 34:3, it ends with it:

this shall be your land, with the coasts thereof round about: which, according to the Targum of Jonathan, was thus bounded, Rekamgea (or Kadeshbarnea) on the south, Taurus Urnanus (by which he interprets Mount Hor) on the north, the great sea on the west (i.e. the Mediterranean sea), and the salt sea on the east.

Barnes' Notes on the Bible

Shepham, the first point after Hazar-enan, is unknown. The name Riblah is by some read Har-bel, i. e., “the Mountain of Bel;” the Har-baal-Hermon of Judges 3:3. No more striking landmark could be set forth than the summit of Hermon, the southernmost and by far the loftiest peak of the whole Antilibanus range, rising to a height of 10,000 feet, and overtopping every other mountain in the Holy land. Ain, i. e. the fountain, is understood to be the fountain of the Jordan; and it is in the plain at the southwestern foot of Hermon that the two most celebrated sources of that river, those of Daphne and of Paneas, are situate.

The “sea of Chinnereth” is better known by its later name of Gennesaret, which is supposed to be only a corruption of Chinnereth. The border ran parallel to this sea, along the line of hill about 10 miles further east.

Clarke's Notes on the Bible

Verse Numbers 34:12. The border shall go down to Jordan — This river is famous both in the Old and New Testaments. It takes its rise at the foot of Mount Libanus, passes through the sea of Chinnereth or Tiberias, and empties itself into the lake Asphaltites or Dead Sea, from which it has no outlet. In and by it God wrought many miracles. God cut off the waters of this river as he did those of the Red Sea, so that they stood on a heap on each side, and the people passed over on dry ground. Both Elijah and Elisha separated its waters in a miraculous way, 2 Kings 2:8-14. Naaman, the Syrian general, by washing in it at the command of the prophet, was miraculously cured of his leprosy, 2 Kings 5:10-14. In this river John baptized great multitudes of Jews; and in it was CHRIST himself baptized, and the Spirit of God descended upon him, and the voice from heaven proclaimed him the great and only Teacher and Saviour of men, Matthew 3:16-17; Mark 1:5-11.
