God was fully aware of the trouble in Israel, its bitterly hard times. No one was exempt, whether slave or citizen, and no hope of help anywhere was in sight. But God wasn't yet ready to blot out the name of Israel from history, so he used Jeroboam son of Jehoash to save them.

23 In the fifteenth year of the reign of Judah's King Amaziah, son of Joash, Jeroboam son of Joash became king over Israel. He reigned for forty-one years in Samaria. 24 He did evil in the sight of the Lord ; he did not repudiate the sinful ways of Jeroboam son of Nebat who encouraged Israel to sin. 25 He restored the border of Israel from Lebo Hamath in the north to the sea of the Arabah in the south, in accordance with the word of the Lord God of Israel announced through his servant Jonah son of Amittai, the prophet from Gath Hepher. 26 The Lord saw Israel's intense suffering; everyone was weak and incapacitated and Israel had no deliverer. 27 The Lord had not decreed that he would blot out Israel's memory from under heaven, so he delivered them through Jeroboam son of Joash. 28 The rest of the events of Jeroboam's reign, including all his accomplishments, his military success in restoring Israelite control over Damascus and Hamath, are recorded in the scroll called the Annals of the Kings of Israel. 29 Jeroboam passed away and was buried in Samaria with the kings of Israel. His son Zechariah replaced him as king.

The affliction of Israel - That which the Israelites had suffered for two reigns at the hands of the Syrians 2 Kings 10:32-33; 2 Kings 13:3, 2 Kings 13:7,2 Kings 13:22.
There was not any shut up, nor any left - A phrase implying complete depopulation (see the marginal reference note; 1 Kings 14:10), but here meaning no more than extreme depression and weakness.

The Lord saw the affliction of Israel — It appears that about this time Israel had been greatly reduced; and great calamities had fallen upon all indiscriminately; even the diseased and captives in the dungeon had the hand of God heavy upon them, and there was no helper; and then God sent Jonah to encourage them, and to assure them of better days. He was the first of the prophets, after Samuel, whose writings are preserved; yet the prophecy delivered on this occasion is not extant; for what is now in the prophecies of Jonah, relates wholly to Nineveh.
