Contextual Overview

1 The leaders of the people were living in Jerusalem, the holy city. A tenth of the people from the other towns of Judah and Benjamin were chosen by sacred lots to live there, too, while the rest stayed where they were. 2 And the people commended everyone who volunteered to resettle in Jerusalem. 3 Here is a list of the names of the provincial officials who came to live in Jerusalem. (Most of the people, priests, Levites, Temple servants, and descendants of Solomon's servants continued to live in their own homes in the various towns of Judah, 4 but some of the people from Judah and Benjamin resettled in Jerusalem.) From the tribe of Judah: Athaiah son of Uzziah, son of Zechariah, son of Amariah, son of Shephatiah, son of Mahalalel, of the family of Perez. 5 Also Maaseiah son of Baruch, son of Col-hozeh, son of Hazaiah, son of Adaiah, son of Joiarib, son of Zechariah, of the family of Shelah. 6 There were 468 descendants of Perez who lived in Jerusalem—all outstanding men. 7 From the tribe of Benjamin: Sallu son of Meshullam, son of Joed, son of Pedaiah, son of Kolaiah, son of Maaseiah, son of Ithiel, son of Jeshaiah. 8 After him were Gabbai and Sallai and a total of 928 relatives. 9 Their chief officer was Joel son of Zicri, who was assisted by Judah son of Hassenuah, second-in-command over the city. 10 From the priests: Jedaiah son of Joiarib; Jakin;

Gill's Notes on the Bible

And after him,.... That is, Sallu: were Gabbai and Sallai; in all nine hundred and twenty eight; there were more of the tribe of Benjamin than of the tribe of Judah, they having perhaps a greater share in the city, or were better disposed to dwell in it.

Barnes' Notes on the Bible

See the margin reference notes. Both accounts appear to be extracts from a public official register which Nehemiah caused to be made of his census. The census itself seems to have been confined to the dwellers at Jerusalem. The subjoined table exhibits the differences between the accounts of the entire population of Jerusalem as given in Nehemiah and in Chronicles:

1 Chron Nehemiah
Tribes of Judah

Of Pharez
468
Of Zerah 690
Tribe of Benjamin 956 928
Tribe of Levi

Priests 1760 1192
Levites
284
Porters 212 172

According to Nehemiah’s numbers, supplemented from Chronicles, the entire adult male population of the city was 3,734, which would give a total population of 14,936. According to Chronicles, supplemented from Nehemiah, the adult males were 4,370, and consequently the entire population, would have been 17,480. As the Nethinims and the Israelites of Ephraim and Manasseh 1 Chronicles 9:3 are not included in either list, we may conclude that the actual number of the inhabitants, after the efforts recorded in Nehemiah 11:1-2, was not much short of 20,000.

Nehemiah 11:16
