The LORD said to Moses,
God spoke to Moses: "These are the instructions for the infected person at the time of his cleansing. First, bring him to the priest. The priest will take him outside the camp and make an examination; if the infected person has been healed of the serious skin disease, the priest will order two live, clean birds, some cedar wood, scarlet thread, and hyssop to be brought for the one to be cleansed. The priest will order him to kill one of the birds over fresh water in a clay pot. The priest will then take the live bird with the cedar wood, the scarlet thread, and the hyssop and dip them in the blood of the dead bird over fresh water and then sprinkle the person being cleansed from the serious skin disease seven times and pronounce him clean. Finally, he will release the live bird in the open field. The cleansed person, after washing his clothes, shaving off all his hair, and bathing with water, is clean. Afterwards he may again enter the camp, but he has to live outside his tent for seven days. On the seventh day, he must shave off all his hair—from his head, beard, eyebrows, all of it. He then must wash his clothes and bathe all over with water. He will be clean.

The sons of Shem were Elam, Asshur, Arpachshad, Lud, and Aram.
And as men traveled in the east, they found a valley in the land of Shinar and made their home there.
In that day the Lord will put out His hand a second time to bring back His people who are left. He will bring them back from Assyria, Egypt, Pathros, Cush, Elam, Shinar, Hamath, and from the islands of the sea.
A hard special dream has been shown to me. The one who hurts still goes on hurting others, and the destroyer still destroys. Go up, Elam. Gather your armies around, Media. I will bring an end to all the crying she has caused.
Elam took up the arrows with the war-wagons, soldiers and horsemen. And Kir let the battle-covering be seen.
Did the gods of those nations which my fathers have destroyed take them out of trouble? Did they save Gozan, Haran, Rezeph, and the sons of Eden who were in Telassar?
I was sent to all the kings of Zimri, all the kings of Elam, all the kings of Media,
"Elam is there, with all of her people around her grave. All of them are dead, killed by the sword. They have gone to the lower parts of the earth having not gone through the religious act of the Jews. They filled the land of the living with fear, and carried their shame with those who went down to the place of the dead.
The Lord let him take King Jehoiakim of Judah, with some of the objects of the house of God. He brought them to the house of his god in the land of Shinar, and put the objects into the store-room of his god.
He said to me, "To build a house for it in the land of Shinar. When it is ready, it will be put in its place."
Gill's Notes on the Bible
And the Lord spake unto Moses,.... In order to deliver the same to Aaron, who, and the priests his successors, were chiefly to be concerned in the execution of the law given:

Barnes' Notes on the Bible
The leper was excluded not only from the sanctuary but from the camp. The ceremony of restoration which he had to undergo was therefore twofold. The first part, performed outside the camp, entitled him to come within and to mix with his brethren, Leviticus 14:3-9. The second part, performed in the court of the tabernacle and separated from the first by an interval of seven days, restored him to all the privileges of the covenant with Yahweh, Leviticus 14:10-32.
