¹ The Lord said to Moses, ² "Say to the people of Israel, ‘If a person sins without meaning to, by not obeying what the Lord has told us to do, these are the rules he must follow. ³ If the chosen religious leader sins and so brings guilt on the people, let him give to the Lord a bull that is perfect. It is a sin gift for the sin he has done. ⁴ He will bring the bull to the door of the meeting tent before the Lord. He will lay his hand on the head of the bull, and kill the bull before the Lord. ⁵ Then the chosen religious leader is to take some of the bull's blood and bring it to the meeting tent. ⁶ The religious leader will put his finger in the blood and put some of the blood seven times before the Lord and in front of the curtain of the holy place. ⁷ And the religious leader will put some of the blood on the horns of the altar of sweet-smelling perfume in the meeting tent before the Lord. And the priest that is anointed shall take of the bullock's blood,.... Let out and received into a basin; this he did himself, and not another, for he offered for himself, and the blood was to make atonement for him:

and bring it to the tabernacle of the congregation; out of the court where the bullock was slain, into the holy place, where were the vail that divided between the holy of holies, and the altar of sweet incense, after mentioned.

The treatment of the blood was special in the sin-offerings. In the inferior sin-offerings it was smeared on the horns of the altar of burnt-offering Leviticus 4:25, Leviticus 4:30, Leviticus 4:34, while in this offering for the high priest, and in that for the nation, the high priest himself sprinkled the blood seven times within the tabernacle and smeared it on the horns of the altar of incense Leviticus 4:6-7, Leviticus 4:17-18. The different modes of sprinkling appear to have marked successive degrees of consecration in advancing from the altar of burnt-offering to the presence of Yahweh within the veil.
