12 ‘You will have a holy gathering on the fifteenth day of the seventh month. You must do no hard work, and you will have a special supper to the Lord for seven days. 13 You will give a burnt gift of thirteen bulls, two rams, and fourteen male lambs one year old that are perfect. They will be a gift by fire, a pleasing smell to the Lord. 14 And give fine flour mixed with oil for their grain gift. Give three-tenths part of a basket for each of the thirteen bulls, two-tenths part for each of the two rams, 15 and a tenth part for each of the fourteen lambs. 16 Then give one male goat for a sin gift, besides each day's burnt gift, its grain gift and its drink gift. 17 ‘Then on the second day give twelve bulls, two rams, and fourteen male lambs one year old that are perfect. 18 And give their grain gifts and drink gifts for the number of bulls, rams and lambs, by the Law. 19 Give one male goat for a sin gift, besides each day's burnt gift and its grain gift, and their drink gifts. 20 ‘On the third day give eleven bulls, two rams, and fourteen male lambs one year old that are perfect. 21 Give their grain gifts and drink gifts for the number of bulls, rams and lambs, by the Law.

eighth day: Though this day was properly a distinct festival, and esteemed the chief or high day of the feast, yet fewer sacrifices are appointed for it than for any of the foregoing seven. On every one of them two rams and fourteen lambs were offered; but on this day there were but half as many; and whereas seven bullocks were the fewest that were offered on any of those days, on this there was only one. At this feast, there was an extraordinary ceremony of which the rabbins inform us, namely, the drawing water out of the pool of Siloam, and pouring it, mixed with wine, on the sacrifice as it lay on the altar. This they are said to have done with such expressions of joy, that it became a common proverb, "He that never saw the rejoicing of drawing of water, never saw rejoicing in all his life." The Jews pretend to ground this custom on the following passage of Isaiah - Isaiah 12:3, "With joy shall ye draw water out of the wells of salvation;" and to this ceremony Jesus is supposed to refer, when "in the last day, the great day of the feast, he stood and cried, saying, If any man thirst, let him come unto me, and drink: he that believeth on me, as the Scripture saith, out of his belly shall flow rivers of living water" - John 7:37, John 7:38, thereby calling off the people from their carnal mirth and festive and pompous ceremonies, to seek spiritual refreshment for their minds. On the eighth day ye shall have a solemn assembly,.... The day after the seven days of the feast of tabernacles were ended; for this was not properly a part of that feast, but was a sort of appendage to it;

Barnes' Notes on the Bible

The offerings prescribed for the closing day of the Feast of tabernacles were the same with those appointed for the Feast of Trumpets and the Day of Atonement. The solemnities of the month thus terminated, as

A whole, with the same sacrifices with which, three weeks before, they had been introduced; and the Day of Atonement, even though succeeded by the rejoicings of the Feast of tabernacles, thus left its impress on the whole month.

Clarke's Notes on the Bible

Verse Numbers 29:35. On the eighth day ye shall have a solemn assembly — This among the Jews was esteemed the chief or high day of the feast, though fewer sacrifices were offered on it than on the others; the people seem to have finished the solemnity with a greater measure of spiritual devotion, and it was on this day of the feast that our blessed Lord called the Jews from the letter to the spirit of the law, proposing himself as the sole fountain whence they could derive the streams of salvation, John 7:37.
