THE MESSAGE
Hezekiah then made this response: "The dedication is complete—you're consecrated to God . Now you're ready: Come forward and bring your sacrifices and Thank-Offerings to The Temple of God ." And come they did. Everyone in the congregation brought sacrifices and Thank-Offerings and some, overflowing with generosity, even brought Whole-Burnt-Offerings, a generosity expressed in seventy bulls, a hundred rams, and two hundred lambs—all for Whole-Burnt-Offerings for God ! The total number of animals consecrated for sacrifice that day amounted to six hundred bulls and three thousand sheep. They ran out of priests qualified to slaughter all the Whole-Burnt-Offerings so their brother Levites stepped in and helped out while other priests consecrated themselves for the work. It turned out that the Levites had been more responsible in making sure they were properly consecrated than the priests had been. Besides the overflow of Whole-Burnt-Offerings there were also choice pieces for the Peace-Offerings and lavish libations that went with the Whole-Burnt-Offerings. The worship in The Temple of God was on a firm footing again!
New American Standard Bible (1995)
Then Hezekiah said, "Now that you have consecrated yourselves to the LORD, come near and bring sacrifices and thank offerings to the house of the LORD." And the assembly brought sacrifices and thank offerings, and all those who were willing brought burnt offerings.

Contextual Overview

20 So Hezekiah the king rose up early, and gathered together the rulers of the city, - and went up to the house of Yahweh. 21 And they brought in seven bullocks, and seven rams, and seven young sheep, and seven he-goats for bearing sin, for the kingdom and for the sanctuary and for Judah, - and he bade the sons of Aaron, the priests, cause them to ascend upon the altar of Yahweh. 22 So they slaughtered the bullocks, and the priests received the blood, and dashed it against the altar, - and they slaughtered the rams, and dashed the blood against the altar, and slaughtered the young sheep, and dashed the blood against the altar. 23 And they brought near the he-goats for bearing sin, before the king, and the convocation, - and they leaned their hands upon them; 24 and the priests slaughtered them, and sin-cleansed, with their blood, the altar, to put a propitiatory-covering over all Israel,-because, for all Israel, did the king appoint the ascending-sacrifice and the offering for bearing sin. 25 And he caused the Levites to stand in the house of Yahweh, with cymbals and with harps and with lyres, by the commandment of David, and of Gad the seer of the king, and of Nathan the prophet, - for, by the hand of Yahweh, came the commandment by the hand of his prophets. 26 So the Levites took their stand, with the instruments of David, and the priests, with the trumpets. 27 And Hezekiah gave word, to cause the ascending-sacrifice to go up on the altar, - and, when the ascending-sacrifice began, the singing unto Yahweh began, and the trumpets, even under the direction of the instruments of David, king of Israel. 28 And, all the convocation, were bowing themselves in prostration, and, the song, was resounding and the trumpets were blowing,-the whole, until the completing of the ascending-sacrifice. 29 And, when the offering was complete, the king knelt down and all who were present with him, and bowed themselves in prostration.

Gill's Notes on the Bible

Then Hezekiah answered and said,.... Or proceeded to say, as follows:

now ye have consecrated yourselves unto the Lord; having entered anew on the performance of their office, filling their hands with sacrifices, as the words signify:

come near, and bring sacrifices and thank offerings into the house of the Lord; which the people were to put into their hands to offer for them:

and the congregation brought in sacrifices and thank offerings; peace offerings, part of which the offerers had to feast on with their friends so expressing their joy and thankfulness on this occasion:

and as many as were of a free heart burnt offerings; of which they had no share, but were wholly the Lord's; and which was a greater proof of their liberality, and so of their sincere and cordial thankfulness.

Barnes' Notes on the Bible

Hezekiah addresses, not the priests, but the congregation: “Now that by the atoning sacrifice which has been offered for you, you are consecrated once more to be a holy people to the Lord, approach with confidence and offer your free-will offerings as of old.”

Burnt offerings - The term thus translated is applied especially to those victims which were to be wholly consumed upon the altar. In the “sacrifices,” or peace offerings generally, and the “thank offerings” - a particular kind of peace offering Leviticus 7:12) - the greater part of the victim belonged to, and was consumed by, the worshipper. Hence, to offer “burnt offerings,” was indicative of a “free heart.”
