It means that the High God has sentenced my master the king: You will be driven away from human company and live with the wild animals. You will graze on grass like an ox. You will be soaked in heaven's dew. This will go on for seven seasons, and you will learn that the High God rules over human kingdoms and that he arranges all kingdom affairs.

And whereas the king saw a watcher, and an Holy One,.... Here is related another part of the dream, which respects the cutting down of the tree, or the miserable condition the king should be brought into; see Daniel 4:13.

And whereas the king saw a watcher ... - See the note at Daniel 4:13. The recapitulation in this verse is slightly varied from the statement in Daniel 4:14-16, still so as not materially to affect the sense. Daniel seems to have designed to recal the principal circumstances in the dream, so as to identify it in the kingâs mind, and so as to prepare him for the statement of the fearful events which were to happen to him.
