Contextual Overview
18You haven't come to a mountain full of fire, wind, and brimstone like the Israelites did at Mount Sinai.
19When God spoke, it was too terrible for them and they begged him to stop.
20When they heard God say that if even an animal steps foot on the mountain it must be killed, they quaked in their boots.
21Even Moses was shaking as he said, "I am terrified."
22No, you have come to another mountain—Mount Zion. This is the city of the living God. In Jerusalem, angels have gathered together to worship and fill the city with joy.
23This is where God's firstborn kids have gathered. Each of their names is written in heaven. You have come before God himself, the righteous Judge over all things. Here is gathered all the good people who have been made perfect.
24You have come before Jesus himself, the one who ushered in the new code of God, the new agreement between him and his cowboys. This is where the blood of Christ offers forgiveness instead of vengeance like the blood of Abel did.
25You'd best listen when God is speaking to you. If the Israelites were not cut any slack for not listening to God through Moses, then we will surely be held more accountable when God is speaking directly to us from heaven!
26God's voice shook the earth when he spoke from Mount Sinai. But now God speaks of another promise, "Once more I will shake the earth with my voice, but also that of heaven."
27This means that one day everything will be shaken and destroyed. Only unshakeable things will be left.

And the sound of a trumpet,.... Exodus 19:16, which made it still more awful, as the sound of the trumpet will at the last day:
and the voice of words; of the ten words, or decalogue; which was as an articulate voice, formed by angels; and, therefore, the law is called the word spoken by angels, Hebrews 2:2 and is represented, as the voice of God himself, Exodus 20:1 who made use of the ministry of angels to deliver the law to Moses; "which" voice is called
ק×× ××ר××, "the voice of words", in Deuteronomy 4:12, and this voice,

Barnes' Notes on the Bible
And the voice of a trumpet - Exodus 19:19. The sound of the trumpet amidst the tempest was suited to increase the terror of the scene.
And the voice of words - Spoken by God; Exodus 19:19. It is easy to conceive what must have been the awe produced by a voice uttered from the midst of the tempest so distinct as to be heard by the hundreds of thousands of Israel, when the speaker was invisible.
Which voice they that heard ... - Exodus 20:18-19. It was so fearful and overpowering that the people earnestly prayed that if they must be addressed, it might he by the familiar voice of Moses and not by the awful voice of the Deity.
