Contextual Overview
14The problem ain't with the Code. It is good.
15The problem is that I don't know why I do the things I do. I don't do what I know I should and I tie hard and fast to things I know aren't good for me.
16If I know what I'm doing is wrong, then that shows the Code is good.
17It's not really me doing these things wrong, it is the sin that still lives within me.
18I finally realize there is nothing good that lives within me. At least as far as my natural desires go. No matter how much I want to do the right thing, I rarely get it done.
19I don't do the right thing. I usually do the wrong thing.
20If I do something I don't want to do, this means I am not the one who does it. It's the sin that lives within me.
21Unfortunately, I have found this true of my life—when I want to do what is right, I inevitably do what is wrong.
22I love God's code with all my heart.
23But there's another power within me that is at war with my heart. This power makes me a slave to sin.

If then I do that which I would not,.... This is a corollary, or an inference from what he had related of his own experience; that since what he did, though it was contrary to the law of God, yet was what he did not will nor allow of, but hated, it must be a clear point, that he
consented to the law, that it was good; lovely and amiable; that it forbad those things which were hateful, and commanded those things which were desirable to a good man; and so is acknowledged to be a very beautiful rule of obedience, walk, and conversation.

I consent unto the law - The very struggle with evil shows that it is not loved, or approved, but that the Law which condemns it is really loved. Christians may here find a test of their piety.
