THE MESSAGE
God spoke to Moses: "Take the staff. Assemble the community, you and your brother Aaron. Speak to that rock that's right in front of them and it will give water. You will bring water out of the rock for them; congregation and cattle will both drink."
New American Standard Bible (1995)
and the LORD spoke to Moses, saying,

Contextual Overview

1 Then came the children of Israel, [even] the whole congregation, into the desert of Zin in the first month; and the people abode in Kadesh; and Miriam died there, and was buried there. 2 And there was no water for the congregation: and they assembled themselves against Moses and against Aaron. 3 And the people chid with Moses, and spoke, saying, O that we had died when our brethren died before the LORD! 4 And why have ye brought the congregation of the LORD into this wilderness, that we and our cattle should die there? 5 And why have ye conducted us from Egypt, to bring us to this evil place? it [is] no place of seed, or of figs, or of vines, or of pomegranates; neither [is] there any water to drink. 6 And Moses and Aaron went from the presence of the assembly to the door of the tabernacle of the congregation, and they fell upon their faces: and the glory of the LORD appeared to them. 7 And the LORD spoke to Moses, saying, 8 Take the rod, and convene thou the assembly, thou, and Aaron thy brother, and speak ye to the rock before their eyes; and it shall give forth its water, and thou shalt bring forth to them water out of the rock: so thou shalt give drink to the congregation and their beasts. 9 And Moses took the rod from before the LORD, as he commanded him. 10 And Moses and Aaron assembled the congregation before the rock, and he said to them, Hear now, ye rebels; must we fetch you water out of this rock?

Gill's Notes on the Bible

And the Lord spake unto Moses,.... Out of what was the token of his glory, which perhaps was the cloud, with an uncommon lustre and brightness in it: saying; as follows.
