THE MESSAGE
Great Babylon, Mother of Whores One of the Seven Angels who carried the seven bowls came and invited me, "Come, I'll show you the judgment of the great Whore who sits enthroned over many waters, the Whore with whom the kings of the earth have gone whoring, show you the judgment on earth dwellers drunk on her whorish lust." In the Spirit he carried me out in the desert. I saw a woman mounted on a Scarlet Beast. Stuffed with blasphemies, the Beast had seven heads and ten horns. The woman was dressed in purple and scarlet, festooned with gold and gems and pearls. She held a gold chalice in her hand, brimming with defiling obscenities, her foul fornications. A riddle-name was branded on her forehead: great babylon, mother of whores and abominations of the earth . I could see that the woman was drunk, drunk on the blood of God's holy people, drunk on the blood of the martyrs of Jesus. Astonished, I rubbed my eyes. I shook my head in wonder. The Angel said, "Does this surprise you? Let me tell you the riddle of the woman and the Beast she rides, the Beast with seven heads and ten horns. The Beast you saw once was, is no longer, and is about to ascend from the Abyss and head straight for Hell. Earth dwellers whose names weren't written in the Book of Life from the foundation of the world will be dazzled when they see the Beast that once was, is no longer, and is to come. "But don't drop your guard. Use your head. The seven heads are seven hills; they are where the woman sits. They are also seven kings: five dead, one living, the other not yet here—and when he does come his time will be brief. The Beast that once was and is no longer is both an eighth and one of the seven—and headed for Hell. "The ten horns you saw are ten kings, but they're not yet in power. They will come to power with the Scarlet Beast, but won't last long—a very brief reign. These kings will agree to turn over their power and authority to the Beast. They will go to war against the Lamb but the Lamb will defeat them, proof that he is Lord over all lords, King over all kings, and those with him will be the called, chosen, and faithful." The Angel continued, "The waters you saw on which the Whore was enthroned are peoples and crowds, nations and languages. And the ten horns you saw, together with the Beast, will turn on the Whore—they'll hate her, violate her, strip her naked, rip her apart with their teeth, then set fire to her. It was God who put the idea in their heads to turn over their rule to the Beast until the words of God are completed. The woman you saw is the great city, tyrannizing the kings of the earth."
English Standard Version

Contextual Overview

7 Then the angel said to me, "Why are you so astonished? I will explain to you the secret meaning of the woman and of the seven-headed, ten-horned Wild Beast which carries her. 8 "The Wild Beast which you have seen was, and is not, and yet is destined to re-ascend, before long, out of the bottomless pit and go his way into perdition. And the inhabitants of the earth will be filled with amazement--all whose names are not in the Book of Life, having been recorded there ever since the creation of the world--when they see the Wild Beast: because he was, and is not, and yet is to come. 9 Here is scope for the exercise of a mind that has wisdom! The seven heads are the seven hills on which the woman sits. 10 And they are seven kings: five of them have fallen, and the one is still reigning. The seventh has not yet come, but when he comes he must continue for a short time. 11 And the Wild Beast which once existed but does not now exist--he is an eighth king and yet is one of the seven and he goes his way into perdition. 12 "And the ten horns which you have seen are ten kings who have not yet come to the throne, but for a single hour they are to receive authority as kings along with the Wild Beast. 13 They have one common policy, and they are to give their power and authority to the Wild Beast.

Gill's Notes on the Bible

And the angel said unto me,.... The same as in Revelation 17:1

wherefore didst thou marvel? which is not said by way of reproof, as questions of this kind sometimes are, Acts 3:12 for John did not wonder at her with a sinful admiration, so as to have her in great veneration, and to do homage and worship to her, as the inhabitants of the world wondered after the beast, Revelation 13:3 but his admiration was an amazement, or stupefaction of mind, joined with indignation at her; and this is said by the angel to lead on to what he had to declare unto him.

I will tell thee the mystery of the woman; that is, what is mysteriously or mystically designed by her; for till it was made known to John by the angel, it was a mystery to him; and when it was revealed, the interpretation is given in such an obscure manner, that it is only understood by the mind that has spiritual wisdom; and still remains a mystery to carnal men, just as the Gospel itself does. The hidden meaning of this woman, or the mystery of her, is told by the angel in Revelation 17:18.

And of the beast that carried her, which hath the seven heads, and ten horns; the mystical sense of the beast, its heads and horns, and which is also delivered in a mysterious manner, is given in

Revelation 17:8.

Barnes' Notes on the Bible

And the angel said unto me, Wherefore didst thou marvel? - He was doubtless struck with the appearance of John as he stood fixed in astonishment. The question asked him, “why” he wondered, was designed to show him that the cause of his surprise would be removed or lessened, for that he would proceed so to explain this that he might have a correct view of its design.

I will tell thee the mystery of the woman - On the word “mystery,” see the notes on Revelation 17:5. The sense is, “I will explain what is meant by the symbol - the hidden meaning that is couched under it.” That is, he would so far explain it that a just view might be obtained of its signification. The explanation follows, Revelation 17:8-18.

And of the beast that carrieth her, ... - Revelation 17:3.

Clarke's Notes on the Bible

Verse Revelation 17:7. And the angel said unto me, Wherefore didst thou marvel! I will tell thee the mystery of the woman, and of the beast that carried her, which hath the seven heads and ten horns.] The apostle was greatly astonished, as well he might be, at the woman's being drunk with the blood of the saints, when the beast which carried her abounded with sacred appellations, such as holy, most holy, most Christian, sacred, most sacred. The angel undertakes to explain to St. John the vision which had excited in him so great astonishment; and the explication is of such great importance, that, had it not been given, the mystery of the dragon and the beast could never have been satisfactorily explained in all its particulars. The angel begins with saying:-
