Then this Message from God came to me: "Take up a collection from the exiles. Target Heldai, Tobiah, and Jedaiah. They've just arrived from Babylon. You'll find them at the home of Josiah son of Zephaniah. Collect silver and gold from them and fashion crowns. Place one on the head of Joshua son of Jehozadak, the high priest, and give him this message: "‘A Message from God -of-the-Angel-Armies. Be alert. We have a man here whose name is Branch. He will branch out from where he is and build the Temple of God . Yes, he's the one. He'll build the Temple of God . Then he'll assume the role of royalty, take his place on the throne and rule—a priest sitting on the throne!—showing that king and priest can coexist in harmony.' "The other crown will be in the Temple of God as a symbol of royalty, under the custodial care of Helem, Tobiah, Jedaiah, and Hen son of Zephaniah. "People will come from faraway places to pitch in and rebuild the Temple of God . This will confirm that God -of-the-Angel-Armies did, in fact, send me to you. All this follows as you put your minds to a life of responsive obedience to the voice of your God ."

A Shoot -- [is] his name, And from his place he doth shoot up, And he hath built the temple of Jehovah. ¹³ Yea, he doth build the temple of Jehovah, And he doth bear away honour, And he hath sat and ruled on His throne, And hath been a priest on His throne, And a counsel of peace is between both. ¹⁴ And the crown is to Helem, and to Tobijah, and to Jedaiah, and to Hen son of Zephaniah, for a memorial in the temple of Jehovah. ¹⁵ And the far-off come in, and they have built in the temple of Jehovah, and ye have known that Jehovah of Hosts hath sent me unto you, yea, it hath come to pass, if ye do certainly hearken to the voice of Jehovah your God.'

And the word of the Lord came unto me, saying.] Either "the word of prophecy from the Lord", as the Targum paraphrases it; the visions being ended, the prophetic part of the book begins; and many excellent prophecies concerning the Messiah, and his kingdom, are contained in this and the following chapters: or an order from the Lord, which is expressed in the next verses Zechariah 6:10.

Barnes' Notes on the Bible

And the word of the Lord came to me - The visions being closed, Zechariah marks the change by adopting the usual formula, with which the prophets authenticated, that they spake not of themselves, but by the Spirit of God. The act enjoined is a symbolic act, pointing and summing up and interpreting the visions, as some of the visions had been already expanded by fresh revelations following immediately upon them.
