Holman Bible Dictionary
(toh' fehl) Place near the site of Moses' farewell speech o Israel (Deuteronomy 1:1 ), identified with et-Tafileh about fifteen miles southeast of the Dead Sea between Kerak and Petra. It may represent the name of a territory rather than a city.
