All who are home-born shall do these things after this manner, in offering an offering made by fire, of a sweet savor to the LORD.

The community has the same rules for you and the foreigner living among you. This is the regular rule for future generations. You and the foreigner are the same before God . The same laws and regulations apply to both you and the foreigner who lives with you."

And he sayde vnto Abram: Knowe this of a suertie, that thy seede shalbe a straunger in a lande that is not theirs, and shall serue them, and they shall entreate them euyll foure hundreth yeres.
And I wyll geue vnto thee and to thy seede after thee, the lande wherein thou art a strauger [euen] al the lande of Chanaan, for an euerlastyng possession, and wyll be their God.
Therfore dyd they set taske maisters ouer them, to kepe the vnder with burthens: And they buylt vnto Pharao treasure cities, Pithom & Raamses.
Gill's Notes on the Bible
All that are born of the country shall do these things after this manner,.... Meaning that all Israelites should with their sacrifices bring their meat and drink offerings of the quantity directed to as above:
in offering an offering made by fire of a sweet savour unto the Lord; when they offered any burnt offerings or peace offerings: the Jews say, that all sacrifices, whether of the congregation or of a private person, require drink offerings, excepting the firstborn, the tithes, the passover, the sin offering, and the trespass offering; but the sin offering of the leper, and his trespass offering, require them h: the Targum of Jonathan is,
"all that are born in Israel, and not among the people, shall make these drink offerings thus;''
for though an uncircumcised Gentile might bring burnt offerings and peace offerings, yet not meat offerings and drink offerings with them;
:-; only such as were proselytes of righteousness, as in Numbers 15:14.
