Contextual Overview

1 The ark of Adonai was in the country of the P'lishtim for seven months. 2 The P'lishtim summoned the priests and soothsayers and asked them, "What are we to do with the ark of Adonai ? Tell us how to send it back where it belongs." 3 They said, "If you do send off the ark of the God of Isra'el, don't send it back empty, but return it with some sort of guilt offering for him. Then you will be cured, and you will learn why he has not stopped oppressing you." 4 They asked, "What kind of guilt offering should we send him?" and they replied, "Five gold models of tumors and five gold rats, because that's how many leaders the P'lishtim have, and you and your leaders all had the same illness. 5 So make models of your tumors and models of your rats that are infesting your land, and show respect to the God of Isra'el. Maybe he will stop oppressing you, your gods and your land. 6 Why be obstinate like the Egyptians and Pharaoh were? When he had done his work among them, didn't they let the people go? — and they left. 7 Now take and prepare yourselves a new cart and two milk-cows that have never been under a yoke. Harness the cows to the cart, but put their calves back in the shed. 8 Then take the ark of Adonai and lay it on the cart. In a box next to it, put the gold objects you are sending back to him as a guilt offering. Then send it away to go off by itself, 9 but watch to see if it goes up the road to Beit-Shemesh in its own territory. If it does, he is responsible for this great tragedy; if not, we will know that it is not his oppression which has been over us, but that what has been happening to us has been only by chance."

In his generation, Noach was a man righteous and wholehearted; Noach walked with God. Noach fathered three sons, Shem, Ham and Yefet. The earth was corrupt before God, the earth was filled with violence. God saw the earth, and, yes, it was corrupt; for all living beings had corrupted their ways on the earth. God said to Noach, "The end of all living beings has come before me, for because of them the earth is filled with violence. I will destroy them along with the earth. Make yourself an ark of gofer-wood; you are to make the ark with rooms and cover it with pitch both outside and inside. Here is how you are to build it: the length of the ark is to be 450 feet, its width seventy-five feet and its height forty-five feet. You are to make an opening for daylight in the ark eighteen inches below its roof. Put a door in its side; and build it with lower, second and third decks. "Then I myself will bring the flood of water over the earth to destroy from under heaven every living thing that breathes; everything on earth will be destroyed. But I will establish my covenant with you; you will come into the ark, you, your sons, your wife and your sons' wives with you. "From everything living, from each kind of living being, you are to bring two into the ark, to keep them alive with you; they are to be male and female. Of each kind of bird, each kind of livestock, and each kind of animal creeping on the ground, two are to come to you, so that they can be kept alive. Also take from all the kinds of food that are eaten, and collect it for yourself; it is to be food for you and for them." This is what Noach did; he did all that God ordered him to do.
Genesis 6:12
God saw the earth, and, yes, it was corrupt; for all living beings had corrupted their ways on the earth.

Gill's Notes on the Bible

And the Philistines called for the priests and for the diviners,.... The one were skilled in the rites and ceremonies of religion, not only of their own, but of other nations, particularly of Israel; and that they were not strangers to the history and affairs of that people is plain from 1 Samuel 6:6 and the other were skilled in judicial astrology, and knowledge of future events, at least as they pretended to; and therefore were both thought fit persons to advise with on the occasion of the ark, and the circumstances they were in through that:

saying, what shall we do to the ark of the Lord? shall we send it back to its own land, or not? the Ekronites had moved it might be sent back, and the five lords sent for the priests and diviners to have their advice upon it, whether it was right or not, and what they should do to it, or with it; for if it was advisable to send it back, then another question follows:

tell us wherewith we shall send it to its place; whether on men's shoulders, or on horses or asses, or on a carriage; and whether just as it was taken, or with some presents with it.

Barnes' Notes on the Bible

The word for “priest” here is the same as that used for the priests of the true God; that for diviners is everywhere used of idolatrous or superstitious divining. Three modes of divination are described Ezekiel 21:21-22, by arrows, by teraphim, and by the entrails of beasts. (Compare Exodus 7:11; Daniel 2:2).

Clarke's Notes on the Bible

Verse 1 Samuel 6:2. The diviners — קסמים kosemim, from קסם kasam, to presage or prognosticate. See Deuteronomy 18:10. In what their pretended art consisted, we know not.
