Nehemiah 13:15

During this time I saw in Y'hudah some people who were treading winepresses on Shabbat, also bringing in heaps of grain and loading donkeys with it, likewise wine, grapes, figs and all kinds of loads; and they were bringing them into Yerushalayim on the day of Shabbat. On the day when they were planning to sell the food, I warned them not to.

THE MESSAGE
During those days, while back in Judah, I also noticed that people treaded wine presses, brought in sacks of grain, and loaded up their donkeys on the Sabbath. They brought wine, grapes, figs, and all kinds of stuff to sell on the Sabbath. So I spoke up and warned them about selling food on that day. Tyrians living there brought in fish and whatever else, selling it to Judeans—in Jerusalem, mind you!—on the Sabbath.

On the day when they were planning to sell the food, I warned them not to. 16 There were also living there people from Tzor who brought in fish and all kinds of goods, and sold them on Shabbat to the people in Y'hudah and even in Yerushalayim. 17 I disputed with the nobles of Y'hudah, demanding of them, "What is this terrible thing you are doing, profaning the day of Shabbat? 18 Didn't your ancestors do this, and didn't our God bring all this disaster on us and on this city? Yet you are bringing still more fury against Isra'el by profaning Shabbat!" 19 So when the gates of Yerushalayim began to grow dark before Shabbat, I ordered that the doors be shut; and I ordered that they not be reopened until after Shabbat. I put some of my servants in charge of the gates, to see to it that no loads be brought in on Shabbat. 20 The merchants and sellers of all kinds of goods spent the night outside Yerushalayim once or twice, 21 until I warned them, "Why are you spending the night by the wall? Do it again, and I'll use force against you!" From then on they stopped coming on Shabbat. 22 Then I ordered the L'vi'im to purify themselves and come and guard the gates, in order to keep the day of Shabbat holy. My God, remember this too for me, and have mercy on me in keeping with the greatness of your grace!

In those days saw I in Judah some treading winepresses on the sabbath,.... Which was not a work of necessity, and so did not drive away the sabbath, as the Jews express themselves, but might have been deferred to another day:

and bringing in sheaves; of wheat, it being the time of wheat harvest:

and lading asses; with goods to be carried from place to place, and sold on that day; this was contrary to the express law, for the ass was to rest, Deuteronomy 5:14,

as also wine, grapes, and figs: it being the time of ingathering the fruits of the earth:

and all manner of burdens, which they brought into Jerusalem on the sabbath day; besides those borne on asses, others were carried on men's shoulders; this was contrary to the law of the sabbath, which required that both men and beasts should have rest:

Barnes' Notes on the Bible

The desecration of the Sabbath is first brought into prominence among the sins of the Jewish people by Jeremiah Jeremiah 17:21-27. It could not but have gained ground during the captivity, when foreign masters would not have allowed the cessation of labor for one day in seven. On the return from the captivity, the sabbatical rest appears to have been one of the institutions most difficult to re-establish.
