28 So Moses, Eleazar the priest, Joshua son of Nun, and all the leaders of the tribes of Israel heard them make that promise. 29 Moses said to them, "The people of Gad and Reuben will cross the Jordan River. They will march before the Lord into battle. They will help you take the land. And you will give the land of Gilead as their part of the country. 30 But if they do not cross the river with you ready to fight, they will not get any land on this side. They will get only a share of the land of Canaan with the rest of you." 31 The people of Gad and Reuben answered, "We promise to do what the Lord commanded. 32 We will cross the Jordan River and march before the Lord into the land of Canaan. And our part of the country is the land east of the Jordan River." 33 So Moses gave that land to the people of Gad, to the people of Reuben, and to half the tribe of Manasseh. (Manasseh was Joseph's son.) That land included the kingdom of Sihon the Amorite and the kingdom of King Og of Bashan and all the cities around that area. 34 The people of Gad built the cities of Dibon, Ataroth, Aroer, 35 Atroth Shophan, Jazer, Jogbehah, 36 Beth Nimrah, and Beth Haran. And Nebo, and Baalmeon, (their names being changed,).... For Nebo was the name of an idol, after which perhaps the city was called: Baalmeon signifies "Baal's habitation", and where it is highly probable was a temple of his; and the children of Reuben, not liking to retain such idolatrous names, gave them others, but what they were it is not said; and certain it is, that when these places came into the hands of the Moabites, their ancient names were restored to them, as appears from Isaiah 15:2

and Shibmah; the same with Shebam, Numbers 32:3, and gave other names unto the cities which they built; but they are neither known, nor did they always continue, as has been observed.

Barnes' Notes on the Bible

The Reubenites established themselves more compactly than the Gadites. Elcalch (el-’Al) a mile to the northeast; Nebo (Nebbeh) probably three miles to the southwest; Baal-meon (Main) nearly two miles to the south; Kirjathaim (Kureiyat?): and Shibmah, more properly Sibmah, famous at a later period for its vines (compare Isaiah 16:8), four miles east of Heshbon; all clustered round the old Amorite Capital. The Reubenites probably retained at the partition all these cities with the exception of Heshbon, which, passing to the Levites, were thenceforth reckoned as within the tribe of Gad.

Neither the Reubenites nor the Gadites were “builders” in the sense of founders of the cities of which they thus took possession. They probably fortified them, for the first time or afresh, so as to render them places of safety for their families during the campaigns on the other side of the Jordan; and provided them with all conveniences for their flocks and herds.

Clarke's Notes on the Bible

Verse Numbers 32:38. And Nebo - their names being changed — That is, Those who conquered the cities called them after their own names. Thus the city Kenath, being conquered by Nobah, was called after his name, Numbers 32:42.
