22 Moses therefore wrote this song the same day and taught it the children of Israel. 23 And God gaue Ioshua the sonne of Nun a charge, and said, Be strong, and of a good courage: for thou shalt bring the children of Israel into the lande, which I sware vnto them, and I will be with thee. 24 And when Moses had made an ende of writing the wordes of this Lawe in a booke vntill he had finished them, 25 Then Moses commaunded the Leuites, which bare the Arke of the couenant of the Lorde, saying, 26 Take the booke of this Lawe, and put ye it in the side of the Arke of the couenant of the Lorde your God, that it may be there for a witnes against thee. 27 For I knowe thy rebellion and thy stiffe necke: beholde, I being yet aliue with you this day, ye are rebellious against the Lorde: howe much more then after my death? 28 Gather vnto me all the Elders of your tribes, and your officers, that I may speake these wordes in their audience, and call heauen and earth to recorde against them. 29 For I am sure that after my death ye will vtterly be corrupt and turne from the way, which I haue commaunded you: therefore euill will come vpon you at the length, because ye will comit euill in the sight of the Lorde, by prouoking him to anger through the worke of your hands. 30 Thus Moses spake in the audience of all the congregation of Israel the wordes of this song, vntill he had ended them.

Gill's Notes on the Bible

That Moses commanded the Levites,.... These were not the common Levites, but the priests who were also Levites, to whom the law was given, Deuteronomy 31:9; and none but they might touch the ark, or go so near it as, they are bid to do, to put the law on the side of it; so Aben Ezra; it follows,

which bare the ark of the covenant of the Lord; as the priests are said to do, Deuteronomy 31:9- :; for though in journeying the Kohathites carried it, yet not until it was covered by the priests, for they must not touch it; as these must do when they put the law on the side of it, as they are ordered in Deuteronomy 31:26.

Moses completes the writing out of the book of the Law, and directs it to be placed by the ark of the covenant.

Deuteronomy 31:24

The “book” here spoken of would contain the whole Pentateuch up to this verse, and be “the Book of Moses,” called generally by the Jews “the Law” (compare Matthew 22:40; Galatians 4:21).

Deuteronomy 31:25

The Levites, which bare the ark - i. e., as in Deuteronomy 31:9, “the priests the sons of Levi.” The non-priestly Levites could not so much as enter the sanctuary or touch the ark (compare Numbers 4:15). Though in the journeys through the wilderness the ark was borne by the non-priestly Kohathites, yet on occasions of a more solemn and public character it was carried by the priests themselves (Joshua 3:3 ff, Joshua 4:9-10; Joshua 6:6, Joshua 6:12; Joshua 8:33; 1 Kings 8:3).

Deuteronomy 31:26

Put it in the side of the ark - Rather, by the side of the ark. The two tables of the Decalogue were in the ark 1 Kings 8:9; the Book of the Law was to be laid up in the holy of holies close by the ark of the covenant, probably in a chest. Compare 2 Kings 22:8.

Deuteronomy 31:27

How much more after my death - Hence, Deuteronomy 31:24 and the rest of the book (with the exception of the song, Deuteronomy 31:19) must be regarded as a kind of appendix added after Moses’ death by another hand; though the Blessing Deuteronomy 33:0 is of course to be regarded as a composition of Moses.
