He shall present them as a special gift to the Lord for the priest. 13 He shall kill the lamb in the holy place where the animals for the sin offerings and the burnt offerings are killed. And the priest shall dip his right finger,.... The finger of his right hand, the forefinger of it:

Barnes' Notes on the Bible
The sevenfold sprinkling of the oil before the sanctuary, in addition to the waving of it, seems to have been intended to consecrate it to represent the spiritual gift consequent upon the covenant, the sealing of which had been figured by the sacramental blood of the offering.
