THE MESSAGE
And he was diligent in appointing judges in the land—each of the fortress cities had its judge. He charged the judges: "This is serious work; do it carefully. You are not merely judging between men and women; these are God 's judgments that you are passing on. Live in the fear of God —be most careful, for God hates dishonesty, partiality, and bribery."
New American Standard Bible (1995)
He appointed judges in the land in all the fortified cities of Judah, city by city.

Contextual Overview

5 And he placed judges in the land, in all the fortified cities of Judah, for every city; 6 and said to the judges, Watch what you are doing, for you shall not judge for man, but for Jehovah, and He is with you in the matter of judgment; 7 and now, let the fear of Jehovah be upon you; watch and act, for there is no perverseness with Jehovah our God, nor lifting up of faces, nor taking of a bribe. 8 And also in Jerusalem Jehoshaphat caused to stand from the Levites and from the priests, and from the heads of the fathers of Israel, for the judgment of Jehovah, and for strife; and they returned to Jerusalem. 9 And he charged them, saying, So shall you do in the fear of Jehovah, faithfully, and with a perfect heart. 10 And when any contention shall come to you from your brothers who are living in their cities, between blood and blood, between law and commandment, statutes and judgments, then you shall warn them, and they shall not be guilty beforeJehovah; and wrath shall not be on you and on your brothers; so you shall do, and you shall not be guilty. 11 And, behold, Amariah the chief priest shall be over you for every matter of Jehovah, and Zebadiah the son of Ishmael, the ruler of the house of Judah, shall be for every matter of the king;and the Levites shall be officersbefore you. Be strong and act; and Jehovah shall be with the good.

Gill's Notes on the Bible

And he set judges in the land throughout all the fenced cities of Judah, city by city,.... Inferior judges in lesser courts of judicature than that at Jerusalem, and that in every city, that judgment and justice might be executed everywhere; such were appointed by David, but had been neglected, and now restored, see 1 Chronicles 26:29.

Barnes' Notes on the Bible

What exact change Jehoshaphat made in the judicial system of Judah Deu 16:18; 1 Chronicles 23:4, it is impossible to determine. Probably he found corruption widely spread 2 Chronicles 19:7, and the magistrates in some places tainted with the prevailing idolatry. He therefore made a fresh appointment of judges throughout the whole country; concentrating judicial authority in the hands of a few, or creating superior courts in the chief towns (“fenced cities”), with a right of appeal to such courts from the village judge.
