And all the people in the camp trembled. 17 And Moses caused the people to go up from the camp to meet God. And they took their stand at the lower part of the mountain. 18 And the mountain of Sinai was smoking, all of it, because Jehovah came down on it in fire. And its smoke went up like the smoke of a furnace; and the mountain quaked exceedingly. 19 And it happened while the sound of the ram's horn was sounding, and becoming very strong, Moses spoke. And God answered him by a voice. 20 And Jehovah came down on the mountain of Sinai, to the top of the mountain; and Jehovah called Moses to the top of the mountain, and Moses went up. 21 And Jehovah said to Moses, Go down, warn the people lest they break through to gaze at Jehovah, and many of them fall. 22 And also the priests, those approaching Jehovah, let them sanctify themselves that Jehovah not burst forth among them. 23 And Moses said to Jehovah, The people are not able to come up to the mountain of Sinai. For You warned us, saying, Set limits to the mountain and sanctify it. 24 And Jehovah said to him, Come, go down. And you come up, and Aaron with you. And let not the priests and the people break through to come up to Jehovah, lest He burst forth among them. 25 And Moses went down to the people and spoke to them.

And the Lord said unto Moses, go down,.... As soon as he was got to the top of the mount he was bid to go down again to the bottom, with a message to the people:

charge the people, lest they break through unto the Lord to gaze; to see if they could observe any similitude or likeness of God, that they might have an idea of it in their minds, or make an image like unto it; to prevent which, the Lord, knowing the vanity and curiosity of their minds, ordered Moses to give them a strict charge not to transgress the bounds set them, or to break down or break through the fence of stones and sand, or hedge of bushes, brambles, and branches of trees, or whatever was placed for bounds:

and many of them perish; or "fall" z; by the hand of God; either fall by death, or into some grievous calamity, as the men of Bethshemesh perished through looking into the ark, 1 Samuel 6:19.
