Contextual Overview

20 And Jehovah said, I have forgiven according to your word; 21 but as I live, all the earth shall be filled with the glory of Jehovah; 22 for all the men who are seeing My glory, and My miracles which I have done in Egypt and in the wilderness, and have tried Me these ten times, and have not listened to My voice, 23 they shall not see the land which I have sworn to their fathers. Yea, not one of those scorning Me shall see it. 24 And My servant Caleb, because there is another spirit in him, and he is fully following Me, I shall bring him into the land into which he has gone, and his seed shall possess it. 25 And the Amalekite and the Canaanite were living in the valley. Tomorrow turn and pull up stakes for yourselves; going into the wilderness, the way of the Sea of Reeds. 26 And Jehovah spoke to Moses and to Aaron, saying, 27 Until when shall I bear with this evil company who are murmuring against Me? I have heard the murmurings of the sons of Israel which they are murmuring against Me. 28 Say to them, As I live, says Jehovah, as surely as you have spoken in My ears, so I will do to you. 29 Your dead bodies shall fall in this wilderness, even all your numbered sons, as to your whole number, from twenty years old and upward, in that you have murmured against Me.

Gill's Notes on the Bible

But [as truly as] I live,.... Which is the form of an oath, as the Targum; the Lord swears by his life, or by himself, because he could swear by no greater:

all the earth shall be filled with the glory of the Lord; this is not the thing sworn unto or confirmed, but that by which the oath is made and confirmed; and the sense is, that as sure as the earth "had been" filled with the glory of the Lord, as it may be rendered, as it had been with the fame of what he had done in Egypt, and at the Red sea; or as it "should be" filled with it in later times, especially in the kingdom of the Messiah in the latter day; see Isaiah 6:3; so sure the men that had provoked him should not see the land of Canaan.

Barnes' Notes on the Bible

Render: But as truly as I live, and as all the earth shall be filled with the glory of the Lord; Numbers 14:22 all those men, etc.; Numbers 14:23 shall not see, etc.

Numbers 14:22

These ten times - Ten is the number which imports completeness. Compare Genesis 31:7. The sense is that the measure of their provocation was now full: the day of grace was at last over. However, some enumerate 10 different occasions on which the people had tempted God since the exodus.

Psalms 90:0, which is entitled “a Prayer of Moses,” has been most appropriately regarded as a kind of dirge upon those sentenced thus awfully by God to waste away in the wilderness.

Clarke's Notes on the Bible

Verse Numbers 14:21. All the earth shall be filled, c. — כל הארץ kol haarets, all THIS land, i. e., the land of Canaan which was only fulfilled to the letter when the preaching of Christ and his apostles was heard through all the cities and villages of Judea. It does not appear that the whole of the terraqueous globe is meant by this expression in any of the places where it occurs connected with this promise of the diffusion of the Divine light. See Psalms 72:19; Isaiah 40:5; Habakkuk 2:14.
