THE MESSAGE
"Every native-born Israelite is to follow this procedure when he brings a Fire-Gift as a pleasing fragrance to God . In future generations, when a foreigner or visitor living at length among you presents a Fire-Gift as a pleasing fragrance to God , the same procedures must be followed. The community has the same rules for you and the foreigner living among you. This is the regular rule for future generations. You and the foreigner are the same before God . The same laws and regulations apply to both you and the foreigner who lives with you."

1Now Yahweh spoke to Moses, saying, 2"Speak to the sons of Israel and say to them, ‘When you enter the land of your places of habitation, which I am going to give you, 3then make an offering by fire to Yahweh, a burnt offering or a sacrifice to fulfill a special vow, or as a freewill offering or in your appointed times, to make a soothing aroma to Yahweh, from the herd or from the flock. 4And the one who brings his offering near shall bring near to Yahweh a grain offering of one-tenth of an ephah of fine flour mixed with one-fourth of a hin of oil, 5and you shall prepare wine for the drink offering, one-fourth of a hin, with the burnt offering or for the sacrifice, for each lamb. 6Or for a ram you shall prepare as a grain offering two-tenths of an ephah of fine flour mixed with one-third of a hin of oil; 7and for the drink offering you shall bring near one-third of a hin of wine as a soothing aroma to Yahweh. 8And when you prepare a bull from the herd as a burnt offering or a sacrifice, to fulfill a special vow, or for peace offerings to Yahweh, 9then you shall bring near with the bull from the herd a grain offering of three-tenths of an ephah of fine flour mixed with one-half a hin of oil; 10and you shall bring near as the drink offering one-half a hin of wine as an offering by fire, as a soothing aroma to Yahweh.

Gill's Notes on the Bible

All that are born of the country shall do these things after this manner,.... Meaning that all Israelites should with their sacrifices bring their meat and drink offerings of the quantity directed to as above:

in offering an offering made by fire of a sweet savour unto the Lord; when they offered any burnt offerings or peace offerings: the Jews say, that all sacrifices, whether of the congregation or of a private person, require drink offerings, excepting the firstborn, the tithes, the passover, the sin offering, and the trespass offering; but the sin offering of the leper, and his trespass offering, require them h: the Targum of Jonathan is,

"all that are born in Israel, and not among the people, shall make these drink offerings thus;''

for though an uncircumcised Gentile might bring burnt offerings and peace offerings, yet not meat offerings and drink offerings with them;

:-; only such as were proselytes of righteousness, as in Numbers 15:14.
