10And a son of an Israeli woman goes out (and he [is] son of an Egyptian man) in the midst of the sons of Israel, and the son of the Israeli woman and a man of Israel strive in the camp, 11and the son of the Israeli woman execrates the Name and reviles; and they bring him to Moses; and his mother's name [is] Shelomith daughter of Dibri, of the tribe of Dan; 12and he causes him to rest in confinement —to explain to them by the mouth of YHWH. 13And YHWH speaks to Moses, saying, 14"Bring out the reviler to the outside of the camp; and all those hearing have laid their hands on his head, and all the congregation has stoned him. 15And you speak to the sons of Israel, saying, When any man reviles his God—then he has borne his sin; 16and he who is execrating the Name of YHWH is certainly put to death; all the congregation certainly casts stones at him; as a sojourner so a native, in his execrating the Name, he is put to death. 17And when a man strikes any soul of man, he is certainly put to death. 18And he who strikes a beast repays it, body for body. 19And when a man puts a blemish in his fellow, as he has done so it is done to him;

Gill's Notes on the Bible

And he that killeth a beast, he shall restore it,.... The same as in Leviticus 24:18, which is repeated for the confirmation of it, and that it might be observed, though Jarchi takes it to be a different law; before, he says, it speaks of him that kills a beast, here of him that makes any wound or bruise in it, which he must make good; and it must be allowed that the manner of expression is different; there it is, he that smites the soul of a beast so that it dies, here only he that smites a beast, though it dies not, yet having some damage done it, satisfaction must be made:

and he that killeth a man, he shall be put to death; or he that smites a man, though he does not kill him, as Jarchi observes, only makes a wound or bruise in him, because it is not said, the soul of a man, as before; but such damages did not require death, but satisfaction in another way, as in Leviticus 24:19.
