Contextual Overview

23And the land is not sold—to extinction, for the land [is] Mine, for you [are] sojourners and settlers with Me; 24and in all the land of your possession you give a redemption for the land. 25When your brother becomes poor, and has sold his possession, then his redeemer who is near to him has come, and he has redeemed the sold thing of his brother; 26and when a man has no redeemer, and his own hand has attained [means], and he has found [it] as sufficient [for] its redemption, 27then he has reckoned the years of its sale, and has given back that which is over to the man to whom he sold [it], and he has returned to his possession. 28And if his hand has not found sufficiency to give back to him, then his sold thing has been in the hand of him who buys it until the Year of Jubilee; and it has gone out in the Jubilee, and he has returned to his possession. 29And when a man sells a dwelling-house [in] a walled city, then his right of redemption has been until the completion of a year from its selling; his right of redemption is [during these] days; 30and if it is not redeemed to him until the fullness of a perfect year, then the house which [is] in a walled city has been established to extinction to him buying it, throughout his generations; it does not go out in the Jubilee. 31And a house of the villages which have no surrounding wall is reckoned on the field of the country; there is redemption for it, and it goes out in the Jubilee. 32As for cities of the Levites—houses of the cities of their possession—continuous redemption is for the Levites;

Gill's Notes on the Bible

But the field of the suburbs of their cities may not be sold,.... The suburbs to the cities of the Levites reached two thousand cubits on every side of their cities, Numbers 35:5; in which they had fields to keep their cattle in, and these belonged to them in common; every Levite had not a particular field to himself as his own property, and which is the reason why it might not be sold, nor might they agree together to sell it, for then they would have nothing to keep their cattle in: the Jewish writers generally understand this of changing their fields, suburbs, and cities: hence they say, in the Misnah, they do not make a field a suburb, nor a suburb a field, nor a suburb a city, nor a city a suburb; upon which Maimonides o says, all agree that the Levites may not change a city, or suburb, or field which are theirs, because of what is said, Leviticus 25:34; and the wise men, of blessed memory, say, the meaning of it is, it shall not be changed, for they do not change anything from what it was before:

for it [is] their perpetual possession: and therefore never to be alienated from them, or be sold to another, or changed and put to another use; such care was taken of the ministers of the sanctuary, and of their maintenance and support, under the former dispensation; and suggests that they should continue in their stations without any alteration, as ministers of the Gospel should, who ought to give up themselves to the ministry of the word, and prayer, and not entangle themselves with the affairs of life.
