My hand has reached out, as if into a nest,to seize the wealth of the nations.Like one gathering abandoned eggs,I gathered the whole earth.No wing fluttered;no beak opened or chirped.
and my hand has found as a nest the riches of the peoples; and as one gathers eggs that are forsaken, have I gathered all the eretz: and there was none that moved the wing, or that opened the mouth, or chirped.

There is no bird to chirp and fight with its wings and beak, so anyone can come take the eggs. And there is no one to stop me from taking all the people on earth."

The Message that Jeremiah received for all the Judeans who lived in the land of Egypt, who had their homes in Migdol, Tahpanhes, Noph, and the land of Pathros: "This is what God -of-the-Angel-Armies, the God of Israel, says: ‘You saw with your own eyes the terrible doom that I brought down on Jerusalem and the Judean cities. Look at what's left: ghost towns of rubble and smoking ruins, and all because they took up with evil ways, making me angry by going off to offer sacrifices and worship the latest in gods—no-gods that neither they nor you nor your ancestors knew the first thing about. Morning after morning and long into the night I kept after you, sending you all those prophets, my servants, begging you, "Please, please—don't do this, don't fool around in this loathsome gutter of gods that I hate with a passion." But do you think anyone paid the least bit of attention or repented of evil or quit offering sacrifices to the no-gods? Not one. So I let loose with my anger, a firestorm of wrath in the cities of Judah and the streets of Jerusalem, and left them in ruins and wasted. And they're still in ruins and wasted.'

And my hand hath found as a nest the riches of the people,.... With that ease as a man finds a nest of birds, and takes them:
and as one gathereth eggs [that are] left; by the bird, who not sitting upon them, there is none to protect them; whereas, when they are sat upon by the bird, she will flutter with her wings, and strike with her bill, and preserve them as well as she can:
have I gathered all the earth; the kingdoms and inhabitants of it, there being none to resist, or that dared to do it, as follows:
and there was none that moved the wing; as a bird will do, when its young or eggs are taken away from it:
or opened the mouth, or peeped; chattered, clucked, or expressed any grief, uneasiness, or resentment; the Targum is,

Barnes' Notes on the Bible
And my hand hath found, as a nest - By a beautiful and striking figure here, the Assyrian monarch is represented as describing the ease with which he had subdued kingdoms, and rifled them of their treasures. No resistance had been offered. He had taken them with as little opposition as a rustic takes possession of a nest, with its eggs or young, when the parent bird is away.
Eggs that are left - That is, eggs that are left of the parent bird; when the bird from fright, or any other cause, has gone, and when no resistance is offered.
Have I gathered all the earth - That is, I have subdued and plundered it. This shows the height of his self-confidence and his arrogant assumptions.
That moved the wing - Keeping up the figure of the nest. There was none that offered resistance; as an angry bird does when her nest is about to be robbed.
Or opened the mouth - To make a noise in alarm. The dread of him produced perfect silence and submission.
Or peeped - Or that chirped - the noise made by young birds; the note at Isaiah 8:19. The idea is, that such was the dread of his name and power that there was universal silence. None dared to resist the terror of his arms.
