Look, the Lord has a strong and mighty one—like a devastating hail storm,like a storm with strong flooding water.He will bring it across the land with his hand.

Only the Lord is strong and powerful! His mighty hand will strike them down with the force of a hailstorm or a mighty whirlwind or an overwhelming flood.
Adonai has someone strong and powerful. He comes like a hailstorm, a destructive tempest, like a flood of water, rushing, overwhelming; with his hand he hurls them to the ground.
Behold, the Lord hath a mighty and strong one, as a storm of hail [and] a destroying tempest; as a storm of mighty waters overflowing, shall he cast down to the earth with might.
Look, the Lord has someone who is strong and brave. He will come into the country like a storm of hail and rain. Like a powerful river of water flooding the country, he will throw that crown down to the ground.
Behold, the strength and the might of the LORD are like a storm of hail and like a destroying whirlwind, and as a flood of mighty waters overflowing; I will give rest to this land by your hands:
The Lord has someone strong and powerful ready to attack them, someone who will come like a hailstorm, like a torrent of rain, like a rushing, overpowering flood, and will overwhelm the land.
Look! The Lord has a mighty and strong one, like a rainstorm of hail, a wind storm of destruction, like a rainstorm of mighty overflowing waters, he will put them to the earth with his hand.

Look, the sovereign master sends a strong, powerful one. With the force of a hailstorm or a destructive windstorm, with the might of a driving, torrential rainstorm, he will knock that crown to the ground with his hand.
Behold, the Lord has a mighty and strong one, Like a tempest of hail and a destroying storm, Like a flood of mighty waters overflowing, Who will bring them down to the earth with His hand.
For the Lord will send a mighty army against it. Like a mighty hailstorm and a torrential rain, they will burst upon it like a surging flood and smash it to the ground.
See, the Lord has one who is strong and powerful, like a storm of hail, a destroying storm. As with a flood of powerful waters flowing over, He will bring them down to the earth with His hand.
See, the Lord has one who is mighty and strong; like a storm of hail, a destroying tempest, like a storm of mighty, overflowing waters; with his hand he will hurl them down to the earth.

Rebekah had a brother named Laban. Laban ran outside to the man at the spring. He had seen the nose ring and the bracelets on his sister and had heard her say, "The man said this and this and this to me." So he went to the man and there he was, still standing with his camels at the spring. Laban welcomed him: "Come on in, blessed of God ! Why are you standing out here? I've got the house ready for you; and there's also a place for your camels."
Laban and Bethuel answered, "This is totally from God . We have no say in the matter, either yes or no. Rebekah is yours: Take her and go; let her be the wife of your master's son, as God has made plain."
So Isaac sent Jacob off. He went to Paddan Aram, to Laban son of Bethuel the Aramean, the brother of Rebekah who was the mother of Jacob and Esau.
Jacob vowed a vow: "If God stands by me and protects me on this journey on which I'm setting out, keeps me in food and clothing, and brings me back in one piece to my father's house, this God will be my God. This stone that I have set up as a memorial pillar will mark this as a place where God lives. And everything you give me, I'll return a tenth to you."
Jacob set out again on his way to the people of the east. He noticed a well out in an open field with three flocks of sheep bedded down around it. This was the common well from which the flocks were watered. The stone over the mouth of the well was huge. When all the flocks were gathered, the shepherds would roll the stone from the well and water the sheep; then they would return the stone, covering the well.
God revealed himself once again to Jacob, after he had come back from Paddan Aram and blessed him: "Your name is Jacob (Heel); but that's your name no longer. From now on your name is Israel (God-Wrestler)."
These are the sons that Leah bore to Jacob in Paddan Aram. There was also his daughter Dinah. Altogether, sons and daughters, they numbered thirty-three.
Are you going to repeat the life of your ancestor Jacob? He ran off guilty to Aram, Then sold his soul to get ahead, and made it big through treachery and deceit. Your real identity is formed through God-sent prophets, who led you out of Egypt and served as faithful pastors. As it is, Ephraim has continually and inexcusably insulted God. Now he has to pay for his life-destroying ways. His Master will do to him what he has done.

Behold, the Lord hath a mighty and strong one,.... That is, a powerful king, with a mighty army, meaning Shalmaneser king of Assyria; whom the Lord had at his beck and command, and could use at his pleasure, as his instrument, to bring down the towering pride of Ephraim, and chastise him for his sensuality:
[which] as a tempest of hail; that beats down herbs and plants, and branches of trees, and men and beasts:
[and] a destroying storm; which carries all before it, blows down houses and trees, and makes terrible devastation wherever it comes:
as a flood of mighty waters overflowing; whose torrent is so strong there is no stopping it: so this mighty and powerful prince
shall cast down to the earth with the hand; the crown of pride, the people of Israel, and the king of it; he shall take the crown from his head, and cast it to the ground with a strong hand, as the Jews interpret it, with great violence; or very easily, with one hand, as it were, without any trouble at all. The Targum is,
"so shall people come against them, and remove them out of their own land into another land, because of the sins which were in their hands;''

Barnes' Notes on the Bible
Behold, the Lord hath a mighty and strong one - The Hebrew of this passage is, ‘Lo! there is to the Lord (לאדני la'donāy) mighty and strong.’ Lowth renders it,
‘Behold the mighty one, the exceedingly strong one,’
And supposes that it means the Lord himself. It is evident, however, that something must be understood as being that which the Lord ‘hath,’ for the Hebrew properly implies that there is something strong and mighty which is under his control, and with which, as with a tempest, he will sweep away and destroy Ephraim. Jarchi supposes that רוח rûach (“wind”) is understood; Kimchi thinks that the word is יום yôm (“day”); others believe that חיל chayil (“an army”) is understood. But I think the obvious interpretation is to refer it to the Assyrian king, as the agent by which Yahweh would destroy Samaria 2 Kings 17:3-6. This power was entirely under the direction of Yahweh, and would be employed by him in accomplishing his purpose on that guilty people (compare the notes at Isaiah 10:5-6).
As a tempest of hail - A storm of hail is a most striking representation of the desolation that is produced by the ravages of an invading army (compare Job 27:21; the note at Isaiah 30:30; also Hosea 13:15).
A flood of mighty waters - This is also a striking description of the devastating effects of an invading army (compare Psalms 90:5; Jeremiah 46:7-8)
Shall cast down to the earth - To cast it to the earth means that it should be entirely humbled and destroyed (see the note at Isaiah 25:12).
With the hand - Septuagint: βίᾳ bia - ‘Force,’ ‘violence.’ This is its meaning here; as if it were taken in the hand, like a cup, and dashed indignantly to the ground.

Verse Isaiah 28:2. Behold the Lord hath a mighty and strong one - "Behold the mighty one, the exceedingly strong one"] אמץ לאדני ammits ladonai, fortis Domino, i.e., fortissimmus, a Hebraism. For לאדני ladonai, to the Lord, thirty-eight MSS. Of Dr. Kennicott's and many of De Rossi's, with some of my own, and two editions, read ליהוה laihovah, to JEHOVAH.
