28So Moses issued orders for them to Eleazar the priest, Joshua the son of Nun, and the heads of the ancestral tribes of the People of Israel. Moses said, "If the families of Gad and Reuben cross the Jordan River with you and before God , all armed and ready to fight, then after the land is secure, you may give them the land of Gilead as their inheritance. But if they don't cross over with you, they'll have to settle up with you in Canaan." 31The families of Gad and Reuben responded: "We will do what God has said. We will cross the Jordan before God , ready and willing to fight. But the land we inherit will be here, to the east of the Jordan." 33 Moses gave the families of Gad, Reuben, and the half-tribe of Manasseh son of Joseph the kingdom of Sihon, king of the Amorites, and the kingdom of Og, king of Bashan—the land, its towns, and all the territories connected with them—the works. 34The Gadites rebuilt Dibon, Ataroth, Aroer, Atroth Shophan, Jazer, Jogbehah, Beth Nimrah, and Beth Haran as fortified cities; they also built corrals for their animals. 37The Reubenites rebuilt Heshbon, Elealeh, and Kiriathaim, also Nebo and Baal Meon and Sibmah. They renamed the cities that they rebuilt. 39The family of Makir son of Manasseh went to Gilead, captured it, and drove out the Amorites who lived there. Moses then gave Gilead to the Makirites, the descendants of Manasseh. They moved in and settled there. 41 Jair, another son of Manasseh, captured some villages and named them Havvoth Jair (Jair's Tent-Camps). 42 Nobah captured Kenath and its surrounding camps. He renamed it after himself, Nobah.

And Nebo, and Baalmeon, (their names being changed,).... For Nebo was the name of an idol, after which perhaps the city was called: Baalmeon signifies "Baal's habitation", and where it is highly probable was a temple of his; and the children of Reuben, not liking to retain such idolatrous names, gave them others, but what they were it is not said; and certain it is, that when these places came into the hands of the Moabites, their ancient names were restored to them, as appears from Isaiah 15:2

and Shibmah; the same with Shebam, Numbers 32:3, and gave other names unto the cities which they built; but they are neither known, nor did they always continue, as has been observed.

Barnes' Notes on the Bible

The Reubenites established themselves more compactly than the Gadites. Elcalch (el-’Al) a mile to the northeast; Nebo (Nebbeh) probably three miles to the southwest; Baal-meon (Main) nearly two miles to the south; Kirjathaim (Kureiyat?): and Shibmah, more properly Sibmah, famous at a later period for its vines (compare Isaiah 16:8), four miles east of Heshbon; all clustered round the old Amorite Capital. The Reubenites probably retained at the partition all these cities with the exception of Heshbon, which, passing to the Levites, were thenceforth reckoned as within the tribe of Gad.

Neither the Reubenites nor the Gadites were “builders” in the sense of founders of the cities of which they thus took possession. They probably fortified them, for the first time or afresh, so as to render them places of safety for their families during the campaigns on the other side of the Jordan; and provided them with all conveniences for their flocks and herds.

Clarke's Notes on the Bible

Verse Numbers 32:38. And Nebo - their names being changed — That is, Those who conquered the cities called them after their own names. Thus the city Kenath, being conquered by Nobah, was called after his name, Numbers 32:42.
