1 Later the Moabites, Ammonites, and some Meunites came to start a war with Jehoshaphat. 2 Messengers came and told Jehoshaphat, "A large army is coming against you from Edom, from the other side of the Dead Sea. They are already in Hazazon Tamar!" (Hazazon Tamar is also called En Gedi.) 3 Jehoshaphat was afraid, so he decided to ask the Lord what to do. He announced that everyone in Judah should fast during this special time of prayer to God. 4 The people of Judah came together to ask the Lord for help; they came from every town in Judah. 5 The people of Judah and Jerusalem met in front of the new courtyard in the Temple of the Lord . Then Jehoshaphat stood up, 6 and he said, " Lord , God of our ancestors, you are the God in heaven. You rule over all the kingdoms of the nations. We will cry out to you when we are in trouble. Then you will hear and save us.' 10 "But now here are men from Ammon, Moab, and Edom. You wouldn't let the Israelites enter their lands when the Israelites came from Egypt. So the Israelites turned away and did not destroy them.

Exceedingly, as the Targum adds, not merely because of the number of his enemies, for he had forces enough to go forth against them, see 2 Chronicles 17:14, but chiefly because the Lord had told him that wrath was upon him from him, 2 Chronicles 19:2 and he might fear that this was the time for the execution of it:

General fasts had been previously observed by the Israelites (e. g. Judges 20:26; 1 Samuel 7:6); but we do not hear of any fast having been “proclaimed” by authority before this.

Verse 2 Chronicles 20:3. Jehoshaphat feared — He found that he could not possibly stand against such a numerous army, and therefore could not expect to be delivered except by the strong arm of God. To get this assistance, it was necessary to seek it; and to get such extraordinary help, they should seek it in an extraordinary way; hence he proclaimed a universal fast, and all the people came up to Jerusalem to seek the Lord.
