THE MESSAGE
"When a woman who is living with her husband makes a vow or takes a pledge under oath and her husband hears about it but says nothing and doesn't say she can't do it, then all her vows and pledges are valid. But if her husband cancels them when he hears about them, then none of the vows and pledges that she made are binding. Her husband has canceled them and God will release her. Any vow and pledge that she makes that may be to her detriment can be either affirmed or annulled by her husband. But if her husband is silent and doesn't speak up day after day, he confirms her vows and pledges—she has to make good on them. By saying nothing to her when he hears of them, he binds her to them. If, however, he cancels them sometime after he hears of them, he takes her guilt on himself."
New American Standard Bible (1995)
"However, if she vowed in her husband's house, or bound herself by an obligation with an oath,

Contextual Overview

3 If a young woman still living at home makes a promise to the Lord or pledges to do something special, 4 and if her father hears about the promise or pledge and says nothing, she must do what she promised. She must keep her pledge. 5 But if her father hears about the promise or pledge and does not allow it, then the promise or pledge does not have to be kept. Her father would not allow it, so the Lord will free her from her promise. 6 "If a woman makes a pledge or a careless promise and then gets married, 7 and if her husband hears about it and says nothing, she must keep her promise or the pledge she made. 8 But if her husband hears about it and does not allow it, he cancels her pledge or the careless promise she made. The Lord will free her from keeping it. 9 "If a widow or divorced woman makes a promise, she must do whatever she promised. 10 "If a woman makes a promise or pledge while she is married, 11 and if her husband hears about it but says nothing and does not stop her, she must keep her promise or pledge. 12 But if her husband hears about it and cancels it, she does not have to do what she said. Her husband has canceled it, so the Lord will free her from it.

Gill's Notes on the Bible

And if she vowed in her husband's house,.... Before his death, in his lifetime, or before divorced: the Targum of Jonathan adds, by way of explanation, "and not at age for marriage", understanding it of a betrothed, and not a married person; but Jarchi says, the Scripture speaks of a married one, which seems most likely:

or bound her soul by a bond with an oath; to fulfil her vow, to abstain from this, or to do that or the other thing.
