THE MESSAGE
"A Grain-Offering of six quarts of fine flour mixed with oil goes with each bull, four quarts of fine flour mixed with oil with the ram, and two quarts of fine flour mixed with oil with each lamb. This is for a Whole-Burnt-Offering, a pleasing fragrance, a Fire-Gift to God . Also, Drink-Offerings of two quarts of wine for each bull, one and a quarter quarts of wine for the ram, and a quart of wine for each lamb are to be poured out. "This is the first of the month Whole-Burnt-Offering to be made throughout the year. In addition to the regular Whole-Burnt-Offering with its accompanying Drink-Offering, a he-goat is to be offered to God as an Absolution-Offering. " God 's Passover is to be held on the fourteenth day of the first month. On the fifteenth day of this month hold a festival. "For seven days, eat only unraised bread: Begin the first day in holy worship; don't do any regular work that day. Bring a Fire-Gift to God , a Whole-Burnt-Offering: two young bulls, one ram, and seven male yearling lambs—all healthy. Prepare a Grain-Offering of six quarts of fine flour mixed with oil for each bull, four quarts for the ram, and two quarts for each lamb, plus a goat as an Absolution-Offering to atone for you. Contextual Overview

9 ‘On the Day of Rest give a gift of two perfect male lambs one year old. With it give two-tenths part of a basket of fine flour mixed with oil for a grain gift, and its drink gift. 10 The burnt gift of every Day of Rest is to be added to the burnt gift which is always given and its drink gift. 11 ‘Then you must give a burnt gift to the Lord at the beginning of your months. Give two bulls, one ram, and seven male lambs one year old that are perfect. 12 Give three-tenths part of a basket of fine flour mixed with oil for a grain gift for each bull. Give two-tenths part of fine flour mixed with oil for a grain gift for the one ram. 13 And give a tenth part of a basket of fine flour mixed with oil for a grain gift for each lamb. They are to be given for a burnt gift of a pleasing smell, a gift by fire to the Lord. 14 Their drink gifts will be half a jar of wine for a bull, a third of a jar for the ram, and a fourth part of a jar for a lamb. This is the burnt gift of each month for all the months of the year. 15 And give one male goat for a sin gift to the Lord. It will be given with its drink gift, besides each day's burnt gift.

Ver. 12-14. And three tenth deals of fine flour for a meat offering, mingled with oil, for one bullock,.... The quantities of flour in the meat offering, for each bullock, and for the ram, and for each lamb, are the same as in Numbers 15:4 only the quantity of oil for each is not here expressed, which for a bullock was half an hin of oil, for a ram the third part of an hin, and for a lamb the fourth part; and likewise the quantity of wine in the drink offerings for each of them is the same here as there; which, according to the Targum of Jonathan, was to be wine of grapes, and not any other:

this is the burnt offering of every month throughout the year; or, "of the month in its month" g; it was to be offered at its appointed time every month, and not to be deferred to another: Jarchi has the same remark here as on verse ten. Numbers 15:4- :.

Barnes' Notes on the Bible

The New-moon offering is here also commanded for the first time. The goat as a sin-offering, though mentioned last, would seem in fact to have been offered first (compare the precedents in Exodus 29:0; Leviticus 5:0; Leviticus 8:0; Leviticus 9:0; Leviticus 14:0; Leviticus 16:0). The sin-offering, which Numbers 15:22-26 had been contemplated in cases where a sin had been committed ignorantly without the knowledge of the congregation, was henceforth not to be offered merely at discretion, as circumstances might seem to require, but to be regularly repeated, not less frequently than once a month.
