THE MESSAGE
Then God said, "You've been going around in circles in these hills long enough; go north. Command the people, You're about to cut through the land belonging to your relatives, the People of Esau who settled in Seir. They are terrified of you, but restrain yourselves. Don't try and start a fight. I am not giving you so much as a square inch of their land. I've already given all the hill country of Seir to Esau—he owns it all. Pay them up front for any food or water you get from them."
New American Standard Bible (1995)
"And the LORD spoke to me, saying,

Contextual Overview

1 Then turned we, and set forward towards the desert by way of the Red Sea, as Yahweh, spake unto me; and we encompassed Mount Seir many days. 2 And Yahweh spake unto me, saying: 3 Long enough, have ye encompassed this mountain, - turn yourselves north, wards. 4 And, the people, command thou saying, Ye are about to pass through the boundary of your brethren the sons of Esau, who are dwelling in Seir, - and should they he afraid of you, take ye good heed to yourselves: 5 do not engage in strife with them, for I will not give you of their land, so much as place for the tread of a foot-sole, - for as a possession to Esau, have I given Mount Seir. 6 Food, shall ye buy of them with silver so shall ye eat, - yea even water, shall ye buy of them with silver so shall ye drink. 7 For Yahweh thy God, hath blessed thee in all the work of thy hand, he hath considered thy traversing of this great desert, - these forty years, hath Yahweh thy God been with thee, thou hast lacked, nothing.

saying; as follows.

Barnes' Notes on the Bible

Deuteronomy 2:1 seems to refer in general terms to the long years of wandering, the details of which were not for Moses’ present purpose. The command of Deuteronomy 2:2-3 relates to their journey from Kadesh to Mount Hor Numbers 20:22; Numbers 33:37, and directs their march around to the southern extremity of Mount Seir, so as to “compass the land of Edom” Judges 11:18; Numbers 21:4, and so northward toward the Arnon, i. e., “by the way of the wilderness of Moab,” Deuteronomy 2:8. This circuitous path was followed because of the refusal of the Edomites to allow the people to pass through their territory.
