Contextual Overview

1 And unto Moses, he said - Come up unto Yahweh - thou, and Aaron, Nadab, and Abihu, and seventy of the elders of Israel, so shall ye bow yourselves down from afar. 2 And Moses alone shall draw near unto Yahweh, but, they shall not draw near, and, the people, shall not come up with him. 3 So Moses came, and recounted to the people all the words of Yahweh, and all the regulations, and all the people responded with one voice and said, All the words which Yahweh hath spoken, will we do. 4 Then wrote Moses all the words of Yahweh, and rose up early in the morning, and builded an altar, under the mountain, and twelve pillars, for the twelve tribes of Israel: 5 and he sent young men of the sons of Israel, and they caused to go up, ascending-sacrifices, - and slew peace-offerings to Yahweh, of oxen. 6 Then took Moses half of the blood, and put it in basins, and half of the blood, dashed he over the altar: 7 then took he the book of the covenant, and read in the ears of the people. And they said, All that Yahweh hath spoken, will we do, and will hearken, 8 Then Moses took the blood, and dashed over the people, and said, Lo! the blood of the covenant which Yahweh hath solemnised with you, over all these words.

Gill's Notes on the Bible

And Moses alone shall come near the Lord,.... Into the cloud where he was, and talk with him face to face, as a man talketh with his friend; which was great nearness indeed, and a peculiar favour and high honour was this:

but they shall not come nigh; Aaron, Nadab, and Abihu, and the seventy elders of Israel:

neither shall the people go up with him; not any of them, much less the whole body. It seems, by this account, that Moses had been down from the mount after he had received the laws recorded in the two preceding chapters; though as yet he had not related them to the people, but did before he went up again by the above order, as appears from what follows.

Barnes' Notes on the Bible

Are placed by some with great probability between Exodus 24:8-9.

Clarke's Notes on the Bible

Verse Exodus 24:2. Moses alone shall come near — The people stood at the foot of the mountain. Aaron and his two sons and the seventy elders went up, probably about half way, and Moses alone went to the summit.
