THE MESSAGE
"When a woman who is living with her husband makes a vow or takes a pledge under oath and her husband hears about it but says nothing and doesn't say she can't do it, then all her vows and pledges are valid. But if her husband cancels them when he hears about them, then none of the vows and pledges that she made are binding. Her husband has canceled them and God will release her. Any vow and pledge that she makes that may be to her detriment can be either affirmed or annulled by her husband. But if her husband is silent and doesn't speak up day after day, he confirms her vows and pledges—she has to make good on them. By saying nothing to her when he hears of them, he binds her to them. If, however, he cancels them sometime after he hears of them, he takes her guilt on himself."
New American Standard Bible (1995)
"However, if she vowed in her husband's house, or bound herself by an obligation with an oath,

Contextual Overview

3 And, when, a woman, shall vow a vow unto Yahweh, and bind a bond, in the house of her father, in her youth; 4 and her father shall hear her vow or her bond which she bindeth upon her soul, and her father shall hold his peace at her, then shall all her vows stand, and every bond which she hath bound upon her soul shall stand. 5 But, if her father forbade her, in the day when he heard, none of her vows or her bonds which she hath bound upon her soul, shall stand, - and, Yahweh, will pardon her, because her father forbade her. 6 But, if she, belonged to a husband, when her vows were taken upon her, - or a rash utterance fell from her lips, wherewith she put a bond upon her soul; 7 and her husband heard it, and on the day that he heard, he held his peace at her, then shall her vows stand and her bonds which she hath bound upon her soul, shall stand, 8 But if, on the day her husband heard, he forbade her, then shall he have made of none effect her vow that is upon her, or the rash utterance of her lips, wherewith she put a head upon her soul, - and, Yahweh, I will pardon her. 9 But as for the vow of a widow, or of a woman divorced, whatsoever she hath bound on her soul, shall stand against her. 10 But, if in the house of her husband, she vowed, or bound a bond upon her soul. with an oath; 11 and her husband heard, and held his peace at her, did not forbid her, then shall all her vows stand, and every bond which she hath bound upon her soul, shall stand. 12 But if her husband, did make, them, of none effect, on the day he heard, nothing which came forth out of her lips - of her vows, or of the bond of her soul, shall sand, - her husband, made it of none effect, and Yahweh, will pardon her:

Gill's Notes on the Bible

And if she vowed in her husband's house,.... Before his death, in his lifetime, or before divorced: the Targum of Jonathan adds, by way of explanation, "and not at age for marriage", understanding it of a betrothed, and not a married person; but Jarchi says, the Scripture speaks of a married one, which seems most likely:

or bound her soul by a bond with an oath; to fulfil her vow, to abstain from this, or to do that or the other thing.
