9 And the Lorde spake vnto Moyses, saying: 10 Speake vnto the chyldren of Israel, and say vnto them: When ye be come ouer Iordane into the lande of Chanaan: 11 Ye shall appoint you cities, to be cities of refuge for you: that he whiche sleeth a person vnwares, may flee thyther. 12 And these cities shalbe vnto you a refuge from the auenger of blood: that he which killeth, dye not, vntill he stand before the congregation in iudgement. 13 And of these cities which ye shal geue, sixe cities shall ye haue for refuge. 14 Ye shal geue three on this side Iordane, and three in the land of Chanaan, whiche shalbe cities of refuge. 15 And these sixe cities shalbe a refuge, both for the chyldren of Israel, and for the straunger, & for hym that dwelleth among you: that all they whiche kyll any person vnwares, may flee thyther. 16 And if any man smyte another with an instrument of iron that he dye, then is he a murtherer, and the murtherer shall dye for it. 17 If he smyte hym with throwyng a stone, that a man may dye with, and if he dye, he that smote hym is a murtherer: let the same murtherer be slayne therefore. 18 Or if he smyte hym with a handweapon of wood that a man may dye with, then if he dye, he is a murtherer: let the same murtherer be slaine therfore.

Acts 4:12, Galatians 2:21, Galatians 3:10-13, Galatians 3:22, Revelation 5:9, The region east of Jordan was nearly as long as that on the west, and therefore three cities were appointed in each division. One or other of these cities would be within half a day's journey of every part of the land; and as it would rarely happen that the avenger of blood would be on the spot, and none had a right to assault or detain the manslayer, at least if no malicious intention was manifest, the unhappy men would, therefore, get the start of their adversaries, and very few of them be overtaken before they gained the place of refuge. But then they must forsake their families, employments, most important interests, and dearest comforts; and they must neither loiter nor yield to weariness, nor regard difficulties, nor slacken their pace, till they had got safe within the walls of the city. The Jewish writers inform us, that to afford every facility to those who thus fled for their life, the road to these cities was always preserved in good repair; and way-posts, upon which was inscribed REFUGE were placed wherever needful, that they might not so much as hesitate for a moment.

Moreover, ye shall take no satisfaction for him that is fled to the city of his refuge,.... Though for killing a man unawares:

that he should come again to dwell in the land, until the death of the priest; the high priest; such a man's liberty was not to be purchased with money, nor even his life to be bought off, should he be taken without his city; a great ransom could not deliver him from the avenger, because he was guilty of this law, which so wisely and mercifully provided for him; and consequently guilty also of great ingratitude to God, as well as of a breach of his law, and of disrespect to his high priest, under whom he was protected.

Clarke's Notes on the Bible

Verse Numbers 35:32. Until the death of the priest. — Probably intended to typify, that no sinner can be delivered from his banishment from God, or recover his forfeited inheritance, till Jesus Christ, the great high priest, had died for his offences, and risen again for his justification.
