13Now to Caleb the son of Jephunneh Joshua gave a portion among the sons of Judah, as the LORD commanded him, namely, Kiriath-arba, Arba being the father of Anak (that is, Hebron). 14So Caleb drove out from there the three sons of Anak: Sheshai and Ahiman and Talmai, the children of Anak. 15Then he went up from there against the people of Debir; Debir was formerly named Kiriath-sepher. 16Caleb said, "I will give Achsah my daughter as wife to the man who attacks Kiriath-sepher and captures it." 17And Othniel the son of Kenaz, Caleb's brother, captured it; so he gave him Achsah his daughter as a wife.18Now it came about that when Achsah came to Othniel, she persuaded him [to allow her] to ask her father for a field. Then she [rode up to Caleb and] dismounted from her donkey, and Caleb said to her, "What do you want?" 19Achsah answered, "Give me a blessing; since you have given me the [dry] land of the Negev (South country), give me springs of water, too." So he gave her the upper springs and the lower springs.

Gill's Notes on the Bible

And Othniel the son of Kenaz, the brother of Caleb, took it,.... The relation of Othniel to Caleb is a little intricate, and, as it is understood, occasions objections to the marriage of Caleb's daughter to him; it seems, at first sight, that he was Caleb's own brother, a younger brother, and so uncle to his daughter, and such marriages were forbidden, Leviticus 18:14. Jarchi thinks he was the brother of Caleb by his mother's side; Kimchi, both by father and mother's side; but not to observe, that besides the word "brother" sometimes signifies only a kinsman, or near relation, and not precisely a brother; it is not Othniel that is called the brother of Caleb, but Kenaz, who was the father of Othniel; so that Caleb was Othniel's uncle, and Achsah and Othniel were brothers' children, or first cousins, between whom marriage was allowed of:

and he gave him Achsah his daughter to wife; according to the tenor of his proclamation, and the promise he made.

Othniel was probably Caleb’s younger brother; the expression “son of Kenaz” being only an equivalent for the “Kenezite” Joshua 14:6.
