THE MESSAGE
God said to Moses: "The tenth day of the seventh month is the Day of Atonement. Hold a sacred assembly, fast, and offer a Fire-Gift to God . Don't work on that day because it is a day of atonement to make atonement for you before your God . Anyone who doesn't fast on that day must be cut off from his people. I will destroy from among his people anyone who works on that day. Don't do any work that day—none. This is a perpetual decree for all the generations to come, wherever you happen to be living. It is a Sabbath of complete and total rest, a fast day. Observe your Sabbath from the evening of the ninth day of the month until the following evening."

Contextual Overview
23Again the LORD spoke to Moses, saying, 24"Say to the children of Israel, 'On the first day of the seventh month (almost October), you shall observe a day of solemn sabbatical rest, a memorial day announced by the blowing of trumpets, a holy convocation. 25'You shall not do any laborious work [on that day], but you shall present an offering by fire to the LORD.'" 26The LORD spoke to Moses, saying,27"Also the tenth day of this seventh month is the Day of Atonement; it shall be a holy convocation for you, and you shall humble yourselves [by fasting] and present an offering by fire to the LORD. 28"You shall not do any work on this same day, for it is the Day of Atonement, to make atonement on your behalf before the LORD your God. 29"If there is any person who will not humble himself on this same day, he shall be cut off from his people [excluding him from the atonement made for them]. 30"If there is any person who does any work on this same day, I will destroy that person from among his people. 31"You shall do no work at all [on that day]. It is a permanent statute throughout your generations wherever you may be. 32"It is to be to you a Sabbath of complete rest, and you shall humble yourselves. On the ninth day of the month at evening, from evening to evening you shall keep your Sabbath."

Gill's Notes on the Bible
And the Lord spake unto Moses,.... This phrase, which is a kind of preface to each precept, seems to be used to distinguish one from another, as the preceding one from the feast of Pentecost; and here, the day of atonement from that of the blowing of the trumpets; and afterwards, the feast of tabernacles from the day of atonement; the reason why it is not used before the feast of Pentecost seems to be, because, as Aben Ezra observes, that depended upon the wave sheaf, and was reckoned from it:
saying; as follows.
