THE MESSAGE
Samuel called the people to assemble before God at Mizpah. He addressed the children of Israel, "This is God 's personal message to you: "I brought Israel up out of Egypt. I delivered you from Egyptian oppression—yes, from all the bullying governments that made your life miserable. And now you want nothing to do with your God, the very God who has a history of getting you out of troubles of all sorts. "And now you say, ‘No! We want a king; give us a king!' "Well, if that's what you want, that's what you'll get! Present yourselves formally before God , ranked in tribes and families." After Samuel got all the tribes of Israel lined up, the Benjamin tribe was picked. Then he lined up the Benjamin tribe in family groups, and the family of Matri was picked. The family of Matri took its place in the lineup, and the name Saul, son of Kish, was picked. But when they went looking for him, he was nowhere to be found. Samuel went back to God : "Is he anywhere around?" God said, "Yes, he's right over there—hidden in that pile of baggage." They ran and got him. He took his place before everyone, standing tall—head and shoulders above them. Samuel then addressed the people, "Take a good look at whom God has chosen: the best! No one like him in the whole country!" Then a great shout went up from the people: "Long live the king!" Samuel went on to instruct the people in the rules and regulations involved in a kingdom, wrote it all down in a book, and placed it before God . Then Samuel sent everyone home. Saul also went home to Gibeah, and with him some true and brave men whom God moved to join him. But the riffraff went off muttering, "Deliverer? Don't make me laugh!" They held him in contempt and refused to congratulate him. But Saul paid them no mind. Nahash, king of the Ammonites, was brutalizing the tribes of Gad and Reuben, gouging out their right eyes and intimidating anyone who would come to Israel's help. There were very few Israelites living on the east side of the Jordan River who had not had their right eyes gouged out by Nahash. But seven thousand men had escaped from the Ammonites and were now living safely in Jabesh.
New American Standard Bible (1995)
Thereafter Samuel called the people together to the LORD at Mizpah;

Contextual Overview

17 Samuel told all the Israelites to meet together with the Lord at Mizpah. 18 Samuel told the Israelites, "The Lord , the God of Israel says, ‘I led Israel out of Egypt. I saved you from Egypt's control and from the other kingdoms that tried to hurt you.' 19 But today you have rejected your God. Your God saves you from all your troubles and problems. But you said, ‘No, we want a king to rule us.' Now come, stand before the Lord in your family groups and tribes." 20 Samuel brought all the tribes of Israel near. Then Samuel began to choose the new king. First, the tribe of Benjamin was chosen. 21 Samuel told each family in the tribe of Benjamin to pass by. Matri's family was chosen. Then Samuel told each man in Matri's family to walk by. Saul son of Kish was chosen. But when the people looked for Saul, they could not find him. 22 Then they asked the Lord , "Has Saul come here yet?" The Lord said, "Saul is hiding behind the supplies." 23 The people ran and took Saul out from behind the supplies. Saul stood up among the people. He was a head taller than anyone else. 24 Samuel said to all the people, "See the man the Lord has chosen. There is no one like Saul among the people." Then the people shouted, "Long live the king!" 25 Samuel explained the rules of the kingdom to the people. He wrote the rules in a book and put the book before the Lord . Then Samuel told the people to go home. 26 Saul also went to his home in Gibeah. God touched the hearts of brave men who then began to follow Saul.

Gill's Notes on the Bible

And Samuel called the people together unto the Lord at Mizpeh. Not that in Gilead, but in the tribe of Benjamin, where the people had been before convened on a certain occasion, 1 Samuel 7:5 and the people called together could not be every individual of the nation, but the heads and elders of the people, their representatives, and who were summoned by the orders of Samuel; perhaps by an herald making proclamation and cry of the same, as the word signifies; and these were gathered together to the Lord, to have the following affair transacted before him, and under his guidance and direction; the priest perhaps being here with the Urim and Thummim, as Kimchi thinks, and who also conjectures that the ark might be brought hither at this time, the symbol of the divine Presence; though wherever the church and people of God were gathered together in his name, in a solemn manner, there the Lord was.
