1There's more. God says more: "Watch this: I'm whipping up A death-dealing hurricane against Babylon—‘Hurricane Persia'— against all who live in that perverse land. I'm sending a cleanup crew into Babylon. They'll clean the place out from top to bottom. When they get through there'll be nothing left of her worth taking or talking about. They won't miss a thing. A total and final Doomsday! Fighters will fight with everything they've got. It's no-holds-barred. They will spare nothing and no one. It's final and wholesale destruction—the end! Babylon littered with the wounded, streets piled with corpses. It turns out that Israel and Judah are not widowed after all. As their God, God -of-the-Angel-Armies, I am still alive and well, committed to them even though They filled their land with sin against Israel's most Holy God. 6"Get out of Babylon as fast as you can. Run for your lives! Save your necks! Don't linger and lose your lives to my vengeance on her as I pay her back for her sins. Babylon was a fancy gold chalice held in my hand, Filled with the wine of my anger to make the whole world drunk. The nations drank the wine and they've all gone crazy. Babylon herself will stagger and crash, senseless in a drunken stupor—tragic! Get anointing balm for her wound. Maybe she can be cured." 9 "We did our best, but she can't be helped. But the Portion-of-Jacob is the real thing; he put the whole universe together, With special attention to Israel. His name? Babylon [hath been] a golden cup in the hand of the Lord,.... Either so called from the liquor in it, being of a yellow colour, or pure as gold, as the Jewish commentators generally; or from the matter of it, being made of gold, denoting the grandeur, splendour, and riches of the Babylonian empire; which, for the same reason, is called the head of gold, Daniel 2:38; this was in the hand of the Lord, under his direction, and at his dispose; an instrument he make use of to dispense the cup of his wrath and vengeance to other nations, or to inflict punishment on them for their sins; see Jeremiah 25:15; or else the sense is, that, by the permission of God, Babylon had by various specious pretences drawn the nations of the earth into idolatry, and other sins, which were as poison in a golden cup, by which they had been deceived; and this suits best with the use of the phrase in Revelation 17:4;
that made all the earth drunken; either disturbed them with wars, so that they were like a drunken man that reels to and fro, and falls, as they did, into ruin and destruction; or made them drunk with the wine of her fornication, with idolatry, so that they were intoxicated with it, as the whore of Rome, mystical Babylon, is said to do, Revelation 17:2;
the nations have drunken of her wine, therefore the nations are mad: they drank of the wine of God's wrath by her means, being engaged in wars, which proved their ruin, and deprived theft of their riches, strength, and substance, as mad men are of their reason; or they drank in her errors, and partook of her idolatry, and ran mad upon her idols, as she did, Jeremiah 50:38; see Revelation 18:3.
Barnes' Notes on the Bible
Literally, “A golden cup is Babel in the hand of Yahweh, intoxicating the whole earth.” Jeremiah beholds her in her splendor, but the wine whereof she makes the nations drink is the wrath of God. As God’s hammer Jeremiah 50:23, Babylon was strong: as His cup of gold, she was rich and beautiful, but neither saves her from ruin.

Verse Jeremiah 51:7. Made all the earth drunken — The cup of God's wrath is the plenitude of punishment, that he inflicts on transgressors. It is represented as intoxicating and making them mad.
