Contextual Overview

17 King Artaxerxes answered: Greetings to Governor Rehum, Secretary Shimshai, and to your advisors in Samaria and other parts of Western Province. 18 After your letter was translated and read to me, 19 I had the old records checked. It is true that for years Jerusalem has rebelled and caused trouble for other kings and nations. 20 And powerful kings have ruled Western Province from Jerusalem and have collected all kinds of taxes. 21 I want you to command the people to stop rebuilding the city until I give further notice. 22 Do this right now, so that no harm will come to the kingdom. 23 As soon as this letter was read, Governor Rehum, Secretary Shimshai, and their advisors went to Jerusalem and forced everyone to stop rebuilding the city. 24 The Jews were forced to stop work on the temple and were not able to do any more building until the year after Darius became king of Persia.

Give ye now commandment to cause these men to cease,.... From building:

and that this city be not builded until another commandment shall be given from me; he might suspect that this case, in all its circumstances, was not truly stated, and that hereafter he might see reason to recede from the present orders he gave; and the rather, as by searching, and perhaps on his own knowledge, must have observed, that his father Cyrus had shown favour to the Jews, and had not only set them at liberty, but had encouraged them to rebuild their temple; which might be what they were about, and was the case, and nothing else, except their houses to dwell in.

Verse 21. Until another commandment shall be given from me. — The rebuilding was only provisionally suspended. The decree was, Let it cease for the present; nor let it proceed at any time without an order express from me.
