Contextual Overview

17Moses and Aaron took these men who had been named to help and gathered the whole congregation together on the first day of the second month. The people registered themselves in their tribes according to their ancestral families, putting down the names of those who were twenty years old and older, just as God commanded Moses. He numbered them in the Wilderness of Sinai. 20The line of Reuben, Israel's firstborn: The men were counted off head by head, every male twenty years and older who was able to fight in the army, registered by tribes according to their ancestral families. The tribe of Reuben numbered 46,500. 22The line of Simeon: The men were counted off head by head, every male twenty years and older who was able to fight in the army, registered by clans and families. The tribe of Simeon numbered 59,300. 24The line of Gad: The men were counted off head by head, every male twenty years and older who was able to fight in the army, registered by clans and families. The tribe of Gad numbered 45,650. 26The line of Judah: The men were counted off head by head, every male twenty years and older who was able to fight in the army, registered by clans and families. The tribe of Judah numbered 74,600. 28The line of Issachar: The men were counted off head by head, every male twenty years and older who was able to fight in the army, registered by clans and families. The tribe of Issachar numbered 54,400. 30The line of Zebulun: The men were counted off head by head, every male twenty years and older who was able to fight in the army, registered by clans and families. The tribe of Zebulun numbered 57,400. 32The line of Joseph: From son Ephraim the men were counted off head by head, every male twenty years and older who was able to fight in the army, registered by clans and families. Gill's Notes on the Bible

Those that were numbered of them, [even] of the tribe of Benjamin, [were] thirty and five thousand and four hundred. 35,400 men. :-.

Barnes' Notes on the Bible

The enrollment, being taken principally for military purposes (compare Numbers 1:3, Numbers 1:20), would naturally be arranged by hundreds, fifties, etc. (cf. 2Ki 1:9, 2 Kings 1:11, 2 Kings 1:13). In eleven tribes the number enrolled consists of complete hundreds. The difference, in this respect, observable in the case of the tribe of Gad here Numbers 1:25, and of the tribe of Reuben at the later census Numbers 26:7, is probably to be accounted for by the pastoral, and consequently nomadic, habits of these tribes, which rendered it difficult to bring all their members together at once for a census. Judah already takes precedence of his brethren in point of numbers (compare Genesis 49:8 note), and Ephraim of Manasseh (compare Genesis 48:19-20).
