Contextual Overview

25 The Lord said to Moses, 26 "You, Eleazar the priest, and the leaders of the family groups should take a count of the goods, the men, and the animals that were taken. 27 Then divide those possessions between the soldiers who went to war and the rest of the people. 28 From the soldiers who went to war, take a tax for the Lord of one item out of every five hundred. This includes people, cattle, donkeys, or sheep. 29 Take it from the soldiers' half, and give it to Eleazar the priest as the Lord 's share. 30 And from the people's half, take one item out of every fifty. This includes people, cattle, donkeys, sheep, or other animals. Give that to the Levites, who take care of the Lord 's Holy Tent." 31 So Moses and Eleazar did as the Lord commanded Moses. 32 There remained from what the soldiers had taken 675,000 sheep, 33 72,000 cattle, 34 61,000 donkeys,

Gill's Notes on the Bible

And levy a tribute unto the Lord of the men of war, which went out to battle,.... That is, out of the part of the prey which was divided to them:

one soul of five hundred, both "of the persons"; or one woman of five hundred, as the Targum of Jonathan:

and of the beeves, and of the asses, and of the sheep; that is, one out of five hundred, of each of them also.

Clarke's Notes on the Bible

Verse Numbers 31:28. And levy a tribute unto the Lord - one soul of five hundred, &c. — The person to be employed in the Lord's service, under the Levites-the cattle either for sacrifice, or for the use of the Levites, Numbers 31:30. Some monsters have supposed that one out of every five hundred of the captives was offered in sacrifice to the Lord! but this is abominable. When God chose to have the life of a man, he took it in the way of justice, as in the case of Midianites above, but never in the way of sacrifice.
